THIS IS A PRE-SOLICIATION NOTICE The Department of Veterans Affairs, Network Contracting Office 9 Central Region, 1639 Medical Center Parkway, Suite 204, Murfreesboro, Tennessee 37129 will be soliciting a Request for Proposals (RFP) In accordance with Federal Acquisition Regulation (FAR) 15.101-1 Best Value - TradeOff on or about 11/25/2024 for construction services for the following project: Project# 621-22-107, Modernize Building 108 Boiler Plant and Systems at the Department of Veterans Affairs, James H. Quillen VAMC, Lamont Street and Veterans Way, Mtn. Home, TN 37684. SET-ASIDE: 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) PROJECT MAGNITUDE: Between $20,000,000 and $50,000,000 NAICS: 236220 Commercial and Institutional Building Construction SMALL BUSINESS SIZE STANDARD: $45 Million PROJECT OVERVIEW: STATEMENT OF WORK 1. Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work for the renovation of the Building 108 Boiler Plant and identified systems for replacement and demolition in the Building 208 Energy Center as required by the drawings and specifications. 2. STATEMENT OF BID ITEM(S) BASE Offer: Work includes general construction, alterations, and necessary removal of existing structures and construction for renovation of the Boiler Plant Building 108 and Energy Center Building 208. ALTERNATE NO.1: BASE BID except all work in Building 208. Contractor will have 730 calendar days after NTP to complete. IMPORTANT NOTICE: This requirement is a 100% set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns under the authority of 38 U.S.C 8127 (d). Only those SDVOSB s listed and viewable in the VetCert database located at https://veterans.certify.sba.gov/. The database will be checked at the time of offer submission as well as prior to award. All offers must also have an active listing in the System for Award Management (SAM) database https://sam.gov/. The awarded contractor must also submit evidence of enrollment with VETS4212. Questions related to this requirement will only be addressed in writing by way of email to the Contracting Specialist at diana.grube@va.gov. The Project Number, Project Name, and Solicitation Number must be included in the subject line of all questions related to this requirement. No questions will be considered until the actual solicitation is released on or about 11/25/2024.
