THIS IS A SOURCES SOUGHT NOTICE ANNOUNCEMENT FOR MARKET RESEARCH PURPOSES ONLY The VHA Government intends to set-aside this requirement for SDVOSB. However, the Government is interested in other potential sources that can provide the required product and/or services. Interested parties are encouraged to respond to this source sought notice announcement. The purpose of this SOURCES SOUGHT ANNOUNCEMENT is to gain knowledge of potential qualified sources and their size classification (HUBZone, 8(a), small, small disadvantage, service-disabled veteran owned small business, veteran owned small business, or large business) relative to NAICS 811310. The Government is conducting market research to determine potential sources having the skills, capabilities, and experience to perform the described work. Responses to this SOURCES SOUGHT ANNOUCEMENT will be used by the Government to make appropriate acquisition decisions. After review of the responses to this SOURCES SOUGHT NOTICE, a solicitation announcement may be published on Contract Opportunities (Sam.gov) or other Electronic Governmentwide Point of Entry (EGPE). Responses to this SOURCES SOUGHT NOTICE are not considered adequate responses to any potential solicitation announcement. This is a SOURCES SOUGHT NOTICE ANNOUCEMENT ONLY and is NOT a request for proposals or quotes. Information received as a result of this sources sought notice will be used solely for the purpose of determining whether to conduct a competitive procurement. Boiler plant safety, reliability, efficiency, and equipment longevity are paramount concerns of VAMC management. Boilers are extremely dangerous if not maintained properly. Malfunctioning burners or controls can cause catastrophic events resulting in injuries and death as well as massive property damage. Inaccurate or inadequate data management and monitoring systems can fail to warn of unsafe or inefficient performance. Regular inspections, testing and calibration by expert technicians are an essential part of a program to address these concerns. Veterans Health Administration (VHA), Directive 1810 requires annual and/or semi-annual Boiler and associated plant equipment inspection, safety device testing, calibration, and combustion tuning. VHA Directive 1810 requires these services to be performed by a qualified professional third party that has documented knowledge and experience in the design and construction and VA s standards for construction and testing of safety devices. In addition, the individual shall have demonstrated experience in conducting equipment assessments and performing testing in compliance with the VA safety device testing manual.
Background
The Veterans Health Administration (VHA) is conducting market research to identify potential qualified sources for a requirement related to boiler plant testing and calibration services at the Marion Veterans Affairs Medical Center (VAMC).

The goal of this contract is to ensure the safety, reliability, efficiency, and longevity of the central boiler plant, which provides essential steam for heating, air conditioning, domestic hot water, kitchens, and sterilization. The VHA intends to set aside this requirement for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) but is also interested in responses from other potential sources.

Work Details
The contractor will be responsible for performing annual and/or semi-annual inspections, testing, calibration, and combustion tuning of the boiler and associated plant equipment as mandated by VHA Directive 1810. This includes:
- Conducting thorough inspections of the boiler systems to ensure compliance with safety standards.
- Testing safety devices to confirm their operational integrity.
- Calibrating equipment to maintain optimal performance levels.
- Performing combustion tuning to enhance efficiency and reduce emissions.

The contractor must have documented knowledge and experience in design and construction standards applicable to VA facilities and must comply with the VA safety device testing manual.
