This is a Request for Quote (RFQ). The government anticipates awarding a firm-fixed price contract resulting from this solicitation. This RFQ is set aside for Service-Disabled Veteran Owned Small Businesses (SDVOSB). All respondents must have an active registration in the System for Award Management at www.sam.gov. Interested SDVOSB must be listed as verified on the Certified Veteran Small Business Pages (VetCert) database located at https://veterans.certify.sba.gov/#search to receive contract awards under the Veterans First Contracting Program. Department of Veterans Affairs, Network Contracting Office 17, is soliciting offers for the following: The contractor shall provide all management, tools, supplies, equipment, capability, licenses, and personnel with original equipment manufacturer (OEM) training to provide complete Preventative Maintenance (PM service), routine and emergency repair service for Government owned boilers and associated equipment in accordance with this Performance Work Statement (PWS). PM service, routine and emergency repair includes providing a certified high-pressure welder (with a certification stamp). Boiler Plant Preventive Maintenance shall be in accordance with Veterans Affairs (VA) Directive 1810 dated January 4, 2023, and VHA Boiler Plant Safety Device Testing Manual 7th edition. All safety devices installed in the boiler plant, steam distribution system and the boiler(s), must be regularly tested to ensure their proper function (see the VHA Boiler and Associated Plant Safety Device Testing Manual) located at these services shall be provided with award of contract at the Sam Rayburn Memorial Veterans Center located at: 1201 E. 9th St., Bonham, TX 75418. Background
The Department of Veterans Affairs, Network Contracting Office 17, is soliciting offers for a firm-fixed price contract set aside for Service-Disabled Veteran Owned Small Businesses (SDVOSB). The contract aims to provide Preventative Maintenance (PM service), routine and emergency repair service for Government owned boilers and associated equipment at the Sam Rayburn Memorial Veterans Center in Bonham, TX.

Work Details

The period of performance includes the base year from April 1, 2024 – March 31, 2025 and four option years.
