Background
The VA Connecticut Healthcare System, which includes the VA Medical Center West Haven and the VA Medical Center Newington, requires expedited procurement capabilities for simplified mechanical construction services.

The goal of this contract is to provide maintenance, alterations, and repairs of building mechanical systems through an Indefinite Delivery/Indefinite Quantity (IDIQ) contract specifically set aside for Service-Disabled Veteran Owned Small Businesses (SDVOSB). The contract aims to reduce design work and acquisition lead-time for lower dollar value construction projects.

Work Details
The contract encompasses mechanical construction work primarily related to Heating, Ventilation, Air Conditioning, Refrigeration (HVAC-R), plumbing systems (including sanitary, domestic water, fire protection plumbing, medical gas/vac), and steam distribution systems.

It may also include minor electrical or general construction work incidental to making the mechanical systems operational. Each task order will have a minimum value of $2,000 and a maximum of $1,000,000. The aggregate value for each awarded contract shall not exceed $7,500,000. The contractor is responsible for providing all materials, labor, tools, equipment, supervision, and management necessary for the successful completion of each task order.

Period of Performance
The contract will be performed over a period of five years with no option periods.

The geographic locations for the performance of work are the VA Medical Center West Haven located at 950 Campbell Avenue, West Haven, CT 06516 and the VA Medical Center Newington located at 555 Willard Avenue, Newington, CT 06111.
