Background
The Department of Veterans Affairs is issuing this solicitation for the project titled 'Correct FCA Deficiencies in Boiler Plant, Building 14.' The goal of this contract is to replace the boiler system and renovate Building 14 at the Central Alabama Veteran Health Care System. This project aims to address several deficiencies identified in the Facility Conditions Assessments conducted in 2012, 2016, and 2021.

Work Details
The contractor will perform general construction and alterations necessary for replacing boilers as described in the specifications and drawings. The scope includes:

- Replacing the boiler system and connected piping and equipment;
- Designing a replacement boiler plant with an alternate fueling system;
- Installing emergency and normal electrical systems;
- Replacing windows;
- Refinishing interior painted surfaces;
- Repairing or replacing exterior concrete and brick walls;
- Replacing metal casework in the boiler room;
- Roof replacement;
- Installing a deaeration tank;
- Oil water separator installation;
- Replacing all domestic water lines inside the building;
- Designing restricted access;
- Replacing a sump pump in the basement with a duplex unit;
- Remediating piping supports in an increased steam tunnel of 240 ft, including lighting replacement.

Additionally, installation and commissioning of a fire protection sprinkler system for the entire building are required. The modifications will not alter the building's exterior.

Period of Performance
The construction work must be completed within 915 calendar days from the issuance of the Notice to Proceed.
