THIS IS A PRE-SOLICITATION ANNOUNCEMENT. Project No.: 570-19-107 Project Title: Improve Site Access and Physical Security Deficiencies at Fresno VA Medical Center, Veterans Health Administration, Regional Procurement Office West, Network Contracting Office 21 (NCO 21) on behalf of VA Central California Health Care System. Description: The Department of Veterans Affairs Fresno campus has a requirement to provide remediation for the site deficiencies in accordance with the draft statement of work (SOW), specifications and drawings. Contractors must demonstrate their ability to meet all requirements listed in this notice. See attached draft document for additional information. All information in this pre-solicitation announcement is a draft and subject to amendment(s) and is in no way binding to the Government. In consideration of time, a draft copy of the SOW is being posted along with the specifications and drawings for review ahead of a scheduled sited visit tentatively for Thursday, October 19, 2023 (see below). A request for proposal will be issued as a full and open competition. The applicable North American Industry Classification System (NAICS) Code is 236220 Commercial and Institutional Building Construction, and the small business size standard is $39.5M. PSC Code is Z1DZ, Repair Or Alteration Of Hospitals and Infirmaries. Project magnitude is between $5,000,000 and $10,000,000. Potential Offerors must be registered in the System for Award Management (SAM) to be eligible for an award (See Internet Site https://www.sam.gov/portal/public/SAM/). Potential Offerors must also have a current Online Representations and Certification Application on file with SAM. This is a pre-solicitation announcement only. Solicitation documents will be available on or around October 5, 2023. The solicitation will be a request for proposal (RFP), which will contain proposal instructions, a scope of work (SOW), drawings, and specifications, etc. A pre-proposal conference will be held via Microsoft Teams tentatively on Wednesday, October 18, 2023 at 11:00 AM PST. Background

The project magnitude is between $5,000,000 and $10,000,000. The solicitation will be a request for proposal (RFP), which will contain proposal instructions, a scope of work (SOW), drawings, and specifications.

Work Details
The awarded contractor shall provide all materials, labor, tools, equipment, transportation, supervision, project management, administrative support, and specialized expertise to perform the work stipulated in the Construction Documents. The project site is at the Fresno VA Medical Center land at the cross streets of Fresno Street and Clinton Avenue, Fresno CA.
The general description of work includes but is not limited to:

a) The project is to focus on the remediation for the site deficiencies in VA Fresno Healthcare Center reported by Romanyk Consulting Corporation in their report dated September 25, 2017. The A/E shall design mitigation approaches for the physical security deficiencies such as Fencing, Bollards, Security Cameras including License plate readers and additional lighting to meet IES Lighting Standards. The scope also includes to provide new location for the Security Monitoring Room (SMR) as the existing room (Currently referred as Police Dispatch Room) has no capability of expansion to accommodate new equipment. Complete MEP design is provided for new SMR which includes Lighting, Power, HVAC and Plumbing. Only backbone infrastructure is provided for the Voice/Data outlet locations.

Period of Performance
The total contract duration shall be 330 consecutive calendar days from issuance of the Notice to Proceed.

Place of Performance
The project site is at the Fresno VA Medical Center land at the cross streets of Fresno Street and Clinton Avenue, Fresno CA.
