Provision of labor, materials and services to perform repair and replacement of the HVAC system located in the laundry rooms of VAMC Maine, Togus Campus. Please see the attached statement of work and solicitation documents for more information. This requirement is open to all firms without set-aside. A tiered evaluation process will be used, with preference in the evaluation of proposals given to SDVOSBs, followed by VOSBs, then WOSBs, then all other small business, with the least amount of preference given to large businesses. Background
The Department of Veterans Affairs is issuing this solicitation for the provision of construction services to replace the HVAC system located in the laundry rooms of the VA Maine Healthcare System, Togus Campus. The goal of this contract is to ensure that the facility remains operational while upgrading its HVAC system, constructing a new Clean Linen room, and implementing security upgrades.

This requirement is open to all firms without set-aside, with a tiered evaluation process favoring Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), followed by Veteran-Owned Small Businesses (VOSBs), Women-Owned Small Businesses (WOSBs), and other small businesses.

Work Details
The contractor shall provide construction management services to install a new code-compliant HVAC system, construct a new Clean Linen room measuring approximately 30’x20’, and perform security upgrades in Laundry Building 212. Specific tasks include:
- Installation of a new rooftop Air Handling Unit (AHU) not connected to the central chiller plant, equipped with humidity control capability.
- Installation of new HVAC supply and return ductwork, supply diffusers, and return grills above a suspended ceiling system.
- Construction of the Clean Linen Room with two 8’x9’ coiling overhead doors and one 4’ swinging door.
- Application of safety and security window film on existing windows that will be part of the new Clean Linen Room.
- Installation of security cameras, motion sensors, and door access controls as per provided drawings.
- All construction must be phased to keep Laundry Building 212 operational at all times, adhering to VA Infection Control Risk Assessment (ICRA) and Patient Care Risk Assessment (PCRA) requirements.

- All materials must be procured and disposed of by the contractor, with testing included as part of the contract. Compliance with federal regulations and VA requirements for construction projects is mandatory, including certifications for installers.
