The scope of this project is for the planning through final design and construction to replace the Animal Research Facilities (ARF) chiller system located on the 9th Floor of Building 2 on the VA CT Healthcare System (VACHS) West Haven campus. These improvements are required to correct the negative environmental conditions being caused by failure of the existing chiller system. This project is to be contracted as a Design-Build service and shall include architectural, electrical, mechanical, plumbing, HVAC, construction and all such systems and components necessary to achieve the project goals presented in the attached scope of work.

Background
The Department of Veterans Affairs (VA) is issuing this solicitation for the replacement of the Animal Research Facilities (ARF) chiller system located on the 9th Floor of Building 2 at the VA Connecticut Healthcare System (VACHS) West Haven campus.

The existing cooling system, installed in 2015, has been underperforming and unable to meet the required cooling loads, leading to negative environmental conditions. This project aims to correct these issues through a Design-Build contract that encompasses all necessary architectural, electrical, mechanical, plumbing, HVAC, and construction services.

Work Details
The project involves planning, design, demolition, and construction of a new chiller system for approximately 13,000 gross square feet. Key tasks include:
- Designing a new package unit chiller powered by a 480-volt supply to replace the existing modular system.
- Ensuring the new system maintains temperature variations within +/- 2ºF and low humidity levels suitable for housing over 20,000 animals.

- Conducting thorough reviews of existing conditions including glycol piping locations and environmental hazards such as asbestos.
