Replace Roofs and Repair Facades Phase 1; Solicitation No. 36C24225B0015; Project No. 632-16-103 at Northport VA Medical Center, 79 Middleville Rd, Northport, NY 11768. The purpose of this amendment is to provide responses to Request for Information (RFI) and Questions, RFIs and Questions responses are hereby included. Please see below for detailed information. Request for Information/Question Responses 1. Based on the proposed phasing plan, it shows that we ll be required to proceed with the front of Buildings 61 & 62 for phase 1, and the back of Buildings 61 & 62 or phase 2. Is there any way we would be able work on both the front & back of Buildings 61 & 62 concurrently? Response: As per contract documents, the Phase 1 is a streetside of the buildings 61&62 and the Phase 2 is a courtyard of the building 61&62. It was concerns of the extent of site disturbance, and if the GC could complete both sides concurrently which requires multiple dumpsters and staging on both sides of the building (due to the tunnels between buildings limiting the ease of access from one side of the building to the other). The construction work will proceed in accordance with the terms outlined in the existing contract. The GC will provide construction phasing during project submittal phase for approval. If we cannot work on the entirety of both buildings at once, would it be acceptable for phase 1 to completely finish Building 61, and then move to Building 62 for phase 2? Response: See response above. 2. Can you please provide the most recent asbestos / lead report? Response: See attached Environmental Report. 3. Can the Superintendent fulfill the Quality Control Manager (QCM) role? Response: The project superintendent will be held responsible for the equality of work. The QCM or CQC System manager should be on the site at all times during construction and is employed by the GC. It shall be provided alternate to serve in the event of the SDQC manager s absence. The requirements for alternate the same as for CQC Manager. 4. Is the QCM required to be onsite full-time, or can they make site visits as required for inspections? Response: See response above. 5. Can the Superintendent fulfill the Site Safety & Health Officer (SSHO) role? Response: The Competent person to fulfill the Site Safety & Health Officer (SSHO) role can have collateral duties as the superintendent. 6. What is the actual linear footage for the repointing? Response: Per the G002 General Notes F & G Contactor to verify all site dimensions and existing conditions prior to work occurring. Does this scope require pipe scaffolding for safety, or will a lift be acceptable in some areas? Response: Per specification, the scaffolding shall be as approved by a professional engineer contracted by the GC. Therefore, the GC s engineer would need to review and advise. Please note Scaffolding requirements are further noted within spec section 01 35 26 as well as within G002 demo notes U , V , & AK 11. Please confirm if the replacement roof will require a 10, 20, or 30 year warranty. Response: All warranty requirements are as noted within the specifications. Per spec section 07 31 13 ASPHALT SHINGLES section 1.7 warranty notes a 30 year warranty as well as wind & algae warranty requirements. Background
The Department of Veterans Affairs is issuing this contract for the replacement of roofs and repair of historical brick and stone facades at the Northport VA Medical Center. The goal of this project is to enhance the structural integrity and aesthetic appeal of Buildings 61 and 62, which are vital to the facility's operations. This procurement is set-aside for Service-Disabled Veteran Owned Small Businesses (SDVOSB) as per 38 U.S.C. 8127, allowing eligible businesses to participate in the bidding process.
Work Details
The contractor will be responsible for a variety of construction tasks including: replacing roofs, repairing historical brick and stone facades, general construction, alterations, tuck pointing, stonework, facia and soffit work, storm drainage work, site work related to storm drainage, roof work, lintel replacement, minor re-grading, and possible asbestos-containing material (ACM) abatement as specified in the drawings.
Additional tasks include related minor HVAC, plumbing and electrical work, lightning protection work, demolition of existing structures as necessary to facilitate the project scope. The project will also require submittals for scaffolding and safety-related items prepared by a Professional Engineer retained by the contractor.
Period of Performance
The period of performance for this contract is 400 calendar days from the issuance of the Notice to Proceed.
Place of Performance
The construction projects will be performed at the Northport VA Medical Center located at 79 Middleville Road, Northport, NY 11768.
