The purpose of this amendment is to provide the following details:

  1. Answers to contractor's Requests For Information (RFIs) are provided on attachment titled "Attachment RFI Q-A Response 03-02-26 FINAL".
  2. The project Specifications are updated by adding Specification section 01 57 19. The applicable Specification for this requirement is attached and titled "Attachment Specifications 02-24-26". All prior Specification versions are superseded and will not be used for this requirement.
  3. This amendment includes additional information and photos for BD423, see attachment titled "Attachment BD423 Photos".
  4. All other terms and conditions remain unchanged and are in full force and effect.

Background
The Department of Veterans Affairs, through the Network Contracting Office (NCO) 21, is issuing this solicitation for a firm-fixed price contract to improve the Central Utility Plant (CUP) at the VA Southern Nevada Healthcare System (VASNHCS).

The goal of this contract is to enhance the mechanical systems within the facility, specifically targeting the replacement and installation of critical equipment in mechanical rooms. This procurement action is a total set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB), emphasizing the agency's commitment to supporting veteran-owned businesses.

Work Details
The General Contractor (GC) shall provide services that include but are not limited to:

- Decommissioning and demolition of existing clean steam generators and heating hot water pumps;
- Procurement and installation of a new reverse osmosis unit for clean steam feed water;
- Modification of existing ductwork in Building BH002;
- Procurement and installation of a new air handler along with associated ductwork in Building BD423.

The GC is required to familiarize themselves thoroughly with the full scope as defined in the Statement of Work (SOW), construction drawings, and specifications.

Period of Performance
The period of performance for this contract is 300 calendar days after receiving the Notice to Proceed (NTP).

Place of Performance
The construction projects will be performed at the VA Southern Nevada Healthcare System campus located at 6900 North Pecos Road, North Las Vegas, NV 89086.
