Background
The Department of Veterans Affairs (VA) is issuing this solicitation for the replacement of heat exchangers in Building 12 at the VA Medical Center (VAMC) in Reno, NV. The project aims to enhance the facility's heating system efficiency and reliability as part of the VA's commitment to providing high-quality healthcare services. The contractor will be responsible for all aspects of the project, ensuring compliance with federal, state, and local regulations.

Work Details
The contractor shall perform all work as detailed in the construction proposal documents, which includes purchasing and installing two new heat exchangers, a thermostatic mixing valve, and two recirculating pumps. Additionally, the contractor must ensure proper connections to the existing control system. Specific tasks include:

1. Providing professional services for installation and commissioning of new equipment.
2. Hiring an engineer to review piping plans for optimal flow.
3. Developing a phased plan to minimize downtime of hot water systems during construction.
4. Purchasing specified equipment including Spirax Sarco Easi Heat – Plate and Frame Heat Exchanger Skids and Mialo Water Blending System.
5. Ensuring systems are easily isolatable for maintenance.
6. Connecting new systems to the Johnson Controls Metasys Ensemble Building Automation System (BAS) with BACnet compatibility.
7. Providing new controls and graphics package for the system, including necessary electrical connections.

Period of Performance
The contract will be performed over a period of 180 calendar days following the issuance of a Notice to Proceed.

Place of Performance
The construction projects will take place at the VA Sierra Nevada Healthcare System located at 975 Kirman Ave., Reno, NV 89502.
