Description

REPAIR FACILITY PARKING LOTS AND SIDEWALKS 583-25-515 Scope of Work The project involves sealing and striping the asphalt parking lots and replacing damaged sidewalks and ramps at the Richard L. Roudebush VA Medical Center (VAMC). All work will be performed at the Richard L. Roudebush VA Medical Center (VAMC), located at 1481 West 10th Street, Indianapolis, IN 46202. The Contractor shall complete all work within 90 days following Notice to Proceed. The seal coating, striping, and asphalt repair shall be completed after normal business hours or during the weekend. The concrete repair work shall be completed during normal hours. All parking lots and roadways shall be fully operational during business hours. The Contractor shall provide all necessary services (i.e., labor, materials, tools, equipment, and competent supervision) to perform all work as noted below to meet the scope objectives and requirements, and to provide the required outcome in terms of overall quality, timeliness, and documentation. The Contractor shall be responsible for obtaining and coordinating the services of all third-party subcontractors performing services on site as part of the contract to accomplish the following: Prepare and seal coat all parking lots shown on the drawings. Clean and seal 10,000 LF of cracks in the existing asphalt. Remove and replace concrete ramps and sidewalk as shown on the drawings. Restripe all parking lots as shown on the drawings. Provide 5,000 sq. ft. of asphalt resurfacing. This work is not shown on the drawings. Prior to the start of work, the Contractor is responsible for verifying existing conditions and maintaining current conditions of the VAMC during and following completion of the installation, to include the following. Contractor shall mobilize equipment and materials without interfering with the normal flow of vehicle, pedestrian traffic, and medical center operations. It shall be the responsibility of the Contractor to keep the construction areas clean and the surrounding areas free from damage. If, during work, the surrounding areas are damaged, the Contractor will be responsible for any repairs/replacements that are required. It is the responsibility of the Contractor to understand and comply with all applicable city, county, state, and federal codes, laws, ordinances, standards, rules, and regulations. The contractor is responsible for materials storage until the materials are installed. The VA will not allow storage in the medical facility except for inside the construction area. The contractor shall notify the COR daily when their crew is on site working. WORK HOURS Maintaining the operational capability of the medical center is of paramount importance. The contractor shall coordinate all activities with the VA COR. All asphalt-related work shall be completed after hours and on weekends. All after-hours work or weekend work shall be approved by the COR. The concrete work can be completed during normal business hours. Normal business hours for the medical center are defined as Monday through Friday, 0730 1630, excluding Saturday and Sunday. Designated off-shift hours are defined as 1630 0700, Monday through Friday, excluding federal holidays. The following construction activities shall be considered after-hours work. Work that is loud or disruptive that causes impacts to patients or patient care. Work that impacts employee and patient parking or traffic flow. HEALTH & SAFETY The Contractor shall be thoroughly familiar with all rules and regulations governing safety. A 30-hour OSHA Competent Person shall be present for all work, and all additional workers shall have a minimum of a 10-hour OSHA Certification. All welders, pipefitters, carpenters, electricians, etc., performing work must present a valid certification for their respective trade. The contractor shall ensure all OSHA requirements are followed, specifically related to controlling silica dust. The contractor shall implement controls to eliminate dust. All work associated with this project shall comply with all VA regulations concerning Safety, Infection Control Requirements, Interim Life Safety Measure Requirements, Parking, Personnel Access, and proper removal/safe disposal of construction waste and debris as listed in the specifications and drawings. The Contractor shall abide by all Infection Control Risk Assessment (ICRA) requirements that are put into place by the VA infection prevention team. The COR shall provide requirements and forms to the Contractor. All work will be performed in accordance with ICRA, but it will still be the responsibility of the Contractor to keep the construction areas clean and not to damage the existing equipment. If during the work, equipment is damaged, the Contractor will be responsible for any repairs/replacements that are required. Starting October 1, 2019, the VAMC campus has become a Smoke-free zone. No smoking is allowed on the grounds of any VA-related health care facilities by patients, visitors, volunteers, contractors, vendors, and employees. The new smoke-free policy applies to cigarettes, cigars, pipes, any other combustion of tobacco, and e-cigarettes, vape pens, and e-cigars. A safety plan shall be approved by the VA before any work is started. Once the safety plan is submitted, a meeting will be set up with VA safety, the COR, and the Contractor to review and discuss the safety plan. Chemicals shall be properly stored and approved by the VA. The contractor shall provide all barricades, signage, and fencing required to protect and secure the construction site. The concrete-related work shall require fencing and signage during demolition and installation. The asphalt-related work shall require signage, barricades, or danger tape to keep people from entering the work area. REQUIREMENTS Contractor shall conduct a weekly progress meeting with the COR. The Contractor shall provide the COR with an updated two-week schedule, review submittals and RFIs with the COR, provide documentation for any outages or closures, and discuss project progress. The Contractor shall provide the COR with a daily log of any work that was included that day. The daily log shall include who was on site, their trade, how many hours were worked, and what work they were performing. No contractor parking is currently authorized on site. It is the contractor s responsibility to find and pay for parking off-site. A dumpster may be authorized onsite if required. A dumpster will be authorized if there is space on site available and if approved by the COR. The Contractor shall be responsible for all signage. Wayfinding signage shall clearly indicate areas that are closed off to the public. Temporary means of egress, vehicle paths, and parking signage shall be clear and abundant to ensure patients and employees are minimally impacted by the work. The contractor shall secure all materials, equipment, and tools before, during, and after service. The government assumes no liability for loss or damage to the contractor s owned property held on government premises. The contractor is responsible for the physical security of the job site, materials, tools, and equipment, as well as daily inspections for organization and cleanliness before exiting the job site. The Contractor shall comply with all aspects of contract specifications and submit a Request for Information (RFI) for clarification or additional information if the project documents are not clear. All submittals shall be submitted to the COR and comply with the project specifications. The Contractor shall submit an ICRA plan, a safety plan, a construction schedule, a site logistics plan, submittals, OSHA certificates, traffic Control plan within 10 calendar days from the NTP. The plans shall be approved by the VA COR. Contractor shall submit a traffic control and phasing plan showing how patient and staff access will be maintained during each phase of work. The plan must be approved by the COR prior to mobilization. The contractor shall make every effort to prevent the spread of dust, smoke, fumes, etc., throughout the parking garage, building, and campus. Protect all air intakes with approved filters if it s possible that dust can enter the intake. Submittals will be approved within 15 calendar days, and RFIs will be responded to within 10 calendar days. Contractor s schedule shall include a minimum of 5 weather days for planning purposes. Any extension beyond 5 days shall be evaluated based on weather data and the contractor s progress. The contractor shall take proper precautions to ensure manholes and storm drains are protected during construction. Magnitude of Construction, per FAR 36.204(b) the magnitude is between $100,000 and $250,000. This is not a solicitation. The government intends to issue a solicitation for this requirement on or about May 28, 2025. The contract office is not able, at this time, to answer questions pertaining to this notice.
