Pittsburgh, Butler, and Erie MATOC The Veterans Affairs, Regional Procurement Office, Network #04 (VISN 04) Contracting Office is issuing issue a Request for Proposal (RFP) to award no more than 10, Firm Fixed-Price contracts for a Multiple Award Task Order Contract for Pittsburgh, Butler and Eire. The period of performance is five years from receipt of the Notice to Proceed or if the maximum cumulative amount of the entire MATOC is $250 million is reached. The solicitation, specifications and drawings will be available at the SAM.GOV Contract Opportunities https://sam.gov/. Amendments to the solicitation will also be posted on this website. All parties must obtain solicitation documents and amendments to the solicitation through the web site. Hard copies will not be mailed. It is the responsibility of the Contractor to frequently check the website for all notices, amendments, etc., regarding this solicitation. The Government will not be responsible for any notification not sent or received by the Contractor regarding the solicitation. The contract will be awarded in accordance with the procedures specified in the solicitation. The solicitation will be issued as a Request for Proposal (RFP) conducted in accordance with Federal Acquisition Regulation FAR Part 15. This project is being solicited utilizing a tiered evaluation approach starting with SDVOSB concerns, followed by VOSB, then SB. The North American Industry Classification System (NAICS) Code for this procurement is 236220, with a small business size standard of $45 million in annual receipts for the past three years. All questions pertaining to this solicitation must be received in writing via e-mail to John.Mignogna@va.gov NO TELEPHONE REQUESTS WILL BE HONORED. All questions will be submitted in writing and Government responses will be posted to the SAM.GOV Contract Opportunities website. A pre-proposal conference/site visit will be conducted for this solicitation on October 30th 2024 at 1:00 PM EST. This site visit is for Project #646-19-112 UD Emergency Dept Access Reno. This seed project may or may not be awarded, however these submissions will be the bases of evaluation to determine who is awarded one of the slots on the MATOC. All respondents must be registered in the System Award Management System (SAM) data base at time of proposal submittal. Offerors must be verified in the Department of Veterans Affairs (VA), Center for Veterans Enterprise (CVE) at http://www.vetbiz.gov/ at time of proposal offering in accordance with Veterans Affairs Acquisition Regulation (VAAR) Subpart 819.7003(b). Background
The Veterans Affairs, Regional Procurement Office, Network #04 (VISN 04) is issuing a Request for Proposal (RFP) to award no more than 10 Firm Fixed-Price contracts for a Multiple Award Task Order Contract (MATOC) for construction services in Pittsburgh, Butler, and Erie, Pennsylvania.

The goal of this contract is to provide maintenance, repair, and construction services in support of the Department of Veterans Affairs (VA) Medical Centers located in these areas. The contract will be awarded following a tiered evaluation approach prioritizing Service-Disabled Veteran-Owned Small Businesses (SDVOSB), followed by Veteran-Owned Small Businesses (VOSB), and then Small Businesses (SB).

Work Details
The contractor shall perform a wide range of construction tasks including but not limited to: maintenance, repair, and construction services at the VA Pittsburgh Healthcare System, VA Butler Healthcare System, and Erie VA Medical Center.

Typical task orders will range from $2,000 to $20 million and may involve all construction trades and disciplines. Projects may include interior and exterior renovations, HVAC controls, plumbing work, fire suppression systems, electrical power and lighting installations, communications systems, site-work including landscaping and fencing, masonry work, roofing projects, concrete work including paving and demolition of facilities. Each task order will define the specific scope of work required along with significant quantities and methods of construction. The contractor must adhere to Construction Wage Rate Requirements as applicable.

Period of Performance
The period of performance for this MATOC is five years from receipt of the Notice to Proceed or until the maximum cumulative amount of $250 million is reached.

Place of Performance
The geographic locations where the construction projects will be performed include Pittsburgh PA; Butler PA; and Erie PA.
