NOTICE: This is not a solicitation but rather a Sources Sought to determine capability of potential sources and is for information and planning purposes only. Sources Sought Notice for Service-Disabled Veteran Owned Small Businesses (SDVOSB) in Construction. Project Duration: The period of performance for the IDIQ is for five (5) years. THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. THE GOVERNMENT WILL NOT PAY NOR REIMBURSE ANY COSTS ASSOCIATED WITH RESPONDING TO THIS REQUEST. THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS NOTICE. The following information is provided to conduct market research to determine the availability of contractors that can perform the work for this project at the Coatesville VA Medical Center. Responses must be submitted by February 13, 2025 by 2:00 PM Eastern Standard Time (EST). Submit responses to the information requested via email to vanessa.chmielewski@va.gov. All SDVOSB and VOSB firms that respond shall include proof of CVE certification via www.veterans.certify.sba.gov/. All small business firms that respond shall include proof of small business status via their Representations and Certifications in accordance with (FAR 4.1102 Policy). All firms that respond must be registered in the System for Award Management via https://sam.gov/SAM/. Any firms holding an GSA schedule contract from https://www.ebuy.gsa.gov/advantage/ebuy/start_page.do must submit the GSA contract number. All firms who respond must submit their tax ID number. For market research purposes, all respondents shall submit the contract numbers for any Construction contracts awarded to the Prime vendor over the last five (5) years. The results of this Sources Sought will assist in the development of (1) the requirement, and (2) the acquisition strategy (e.g., socioeconomic set-aside, full and open competition, etc.). Department of Veterans Affairs (VA) assumes no responsibility for any costs incurred associated with the preparation of responses. This is not a Request for Proposal (RFP). It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals nor will any award be made as a result of this Sources Sought. The vendor must show the capacity to provide services within the geographical area of their proposal. Project Scope: Contractor to perform maintenance, repair, and construction services in support of the Department of Veterans Affairs VA Medical Centers located in Coatesville, PA. Contracts awarded under this proposal will be multi-disciplined contracts. The NAICS codes associated with this contract are 236 Construction of Buildings, and 238 Specialty Trade Contractors. While it is anticipated that the majority of the task order projects will be under the 236220 Commercial and Institutional Building Construction, the MATOC will have the flexibility to also be used for specialty construction projects, such as plumbing and electrical. Task orders awarded under this contract will range from $2,500 - $30 million. Work associated with these task orders may require work from all construction trades and disciplines. The Government intends to award this Contract to approximately six (6) qualified offerors. Individual task orders will then be awarded based on solicitation requirements for each task order. Contractors that have the ability to perform the work for this project are requested to respond as follows: Statement of interest Capability statement Address if you would perform the work as a prime contractor, joint venture, VA Mentor-Prot g Program, or potential teaming partners Include company name, address, Point of Contact, UEI (SAM) number. Provide business type and size standard based on NAICS code 236220, Commercial and Institutional Building Construction (i.e. Large Business, Small Business, Service-Disabled Veteran Owned, Veteran Owned, Women-Owned, etc). Background
The Department of Veterans Affairs (VA) is conducting market research to determine the availability of contractors capable of performing maintenance, repair, and construction services at the Coatesville VA Medical Center.

Work Details
