SOLICITATION-DESCRIPTION Project Purpose: During construction of the hospital, fall protection on the roof was not installed in all needed areas and therefore has left portions of the buildings on the VASNHS campus deficient. The omission of compliant fall protection devices in specific fall hazard areas causes increased danger to employees and contractors. The lack of fall protection violates OSHA standards. The purpose of this project is to augment existing fall protection devices by adding additional devices where such danger exists, and none have been previously provided. The intent is to make fall protection safeguards available to persons working or otherwise occupying the specified areas where such dangers exist. The Fall Protection System is to provide ease of access for maintenance not limited to the HVAC equipment, roof drains, PV inverters, skylights, windows, and unprotected access thru roof access ladders and hatches except where such features are accessible by ground based mobile lifts. In addition, this project will address issues found on the FCA. (End of Solicitation)
Background
The Department of Veterans Affairs, specifically the VA Southern Nevada Healthcare System (VASNHS), is issuing this solicitation for the installation of campus fall protection. The project aims to address safety deficiencies identified during the construction of the hospital, where compliant fall protection devices were not installed in all necessary areas. This omission poses a significant risk to employees and contractors, violating OSHA standards. The goal is to enhance existing fall protection systems by adding devices in areas where hazards exist, ensuring safe access for maintenance activities related to HVAC equipment, roof drains, PV inverters, skylights, windows, and roof access ladders.

Work Details
The contractor is required to provide all labor, materials, equipment, and supervision necessary for the installation of fall protection systems at specified locations within the VASNHS campus. The work will include:
1. Installation of fall protection on rooftops of Buildings 1-7.
2. Installation of fall protection at the Basement Mezzanine of Building 1.
3. Installation of fall protection at Loading Dock Retaining Walls.

The contractor must adhere to the A-E Design Specifications and follow all construction document plans and specifications dated March 28, 2024, provided by Valhalla Engineering Group.

Period of Performance
The contract requires completion within 210 calendar days following the issuance of a Notice to Proceed (NTP).

Place of Performance
The construction projects will be performed at the VA Southern Nevada Healthcare System located at 6900 N. Pecos Rd., North Las Vegas, NV 89086.
