**This is a Pre-Solicitation Announcement Only** Intensive Care Unit (ICU) Renovation VA Medical Center San Francisco, CA Project # 662-23-101 This is a pre-solicitation announcement only. Solicitation documents will be available on or around February 18, 2025. The solicitation will contain all necessary proposal instructions. This requirement is a total set-aside for eligible SDVOSB contractors and will be solicited as a tradeoff procurement. Proposals will only be requested and accepted from certified SDVOSB contractors who are registered in SAM.GOV and Small Business Association s (SBA) Veteran Small Business Certification (VETCERT) at the time the offer is submitted and prior to award. The applicable North American Industry Classification System (NAICS) Code is 236220, Commercial and Institutional Building Construction, and the small business size standard is $45M. In accordance with (IAW) VA Acquisition Regulation (VAAR) 836.204(h), the magnitude of the project is between $10,000,000 and $20,000,000. Department of Veterans Affairs Network Contracting Office (NCO) 21 will be issuing a Request for Proposal (RFP) for a general construction contractor for the ICU Renovation requirement in accordance with the SOW, Specifications, and Drawings located at 4150 Clement St., San Francisco, CA 94121. Background
The San Francisco VA Medical Center, part of the Department of Veterans Affairs, is seeking a qualified General Contractor to undertake Project No. 662-23-101, which involves renovating the Intensive Care Unit (ICU) to meet Airborne Infection Isolation Standards.

This project aims to enhance healthcare delivery by modernizing the ICU facilities to accommodate patients requiring airborne infection isolation.

Work Details
The scope of work includes extensive renovation of a modern ICU comprising 10 patient rooms with surge capacity for up to 12 patients.

The design includes four dedicated Airborne Infection Isolation rooms and two configurable rooms, allowing for a maximum of eight airborne infection isolation patients within the unit.

The construction will take place in Building 203 on the 3rd floor B-Wing of the hospital.

Infrastructure work will extend beyond standard areas to accommodate utility systems.

Contractors must manage noise, vibration, and dust control due to proximity to clinical areas, particularly on the 2nd floor.

The contractor is responsible for providing all labor, materials, equipment, transportation, supervision, administrative support, and necessary professional engineering services as outlined in the Statement of Work (SOW).

It is anticipated that approximately 30% of labor will occur outside normal business hours.
