Page 1 of 1 INTRODUCTION: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single, Firm-Fixed-Price contract for the Design-Bid-Build (DBB) EHRM Infrastructure Upgrades Construction project at the Columbia VA Health Care System (CVAHCS) located at 6439 Garners Ferry Rd, Columbia, SC 29209. PROJECT DESCRIPTION: This project will include but not limited to the following infrastructure improvements: Complete replacement of the entire primary voice/data network structured cabling system (inside and outside plant) for all in-scope buildings to meet EHRM requirements, including fiber backbone cabling, and IT racks. Creation of new Telecom Rooms to support the new structured cabling system. Complete renovation of the existing (to remain fully functional) Data Center including new IT cabinets, structured cabling and pathways, UPS/electrical, clean agent system, lighting, and CRAC units. Replacement of the existing (to remain fully functional) UPS and associated equipment. New Outside Plant duct banks, manholes, and handholes to support the new Data Center to building voice/data network structured cabling system and provide diversified paths from remote Telecom Rooms (TRs) in scoped buildings to the data center for WAN. Electrical; panel upgrades, normal and emergency power, bonding, and UPS. Electronic Security assets for new TRs and Data Center, including connections to existing Building Management Systems (BMS) interface. New design and upgrades for existing HVAC. Reconfiguration, expansion, and renovation of existing space hazardous material abatement. Project Building locations include: 5, 6, 7, 8, 9/9A, 20, 21, 22, 100, 100A, 103, 103A, 105, 106, 114, 120, 122, VARO, T25, T36, 133 and site. ADMINISTRATIVE: The solicitation will be issued as a Request For Proposal (RFP) conducted in accordance with FAR Parts 15, 19, and 36 and will be evaluated in accordance with the Lowest Priced Technically Acceptable (LPTA) procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable NAICS code is 236220 with a size standard of $45.0 million. The solicitation will be issued around mid-June 2023. The period of performance is approximately 365 calendar days from the issuance of the Notice to Proceed. This notice is not a request for competitive offers.
