General Description: Contractor is to provide all labor, tools, material, and equipment necessary to replace 1,184 (Contractor to verify) DDC Variable Air Volume (VAV) assemblies consisting of air terminal units, reheat coils and control valves, all Direct Digital Controls and thermostats associated with the boxes in the Main Hospital. Additionally, the contractor is to provide all labor, tools, material, and equipment necessary to replace 119 (Contractor to verify) DDC Variable Air Volume (VAV) assemblies consisting of air terminal units, reheat coils and control valves, all Direct Digital Controls and thermostats associated with the boxes in the Community Living Center. Refer to the project drawings for additional details. Refer to the project drawings for additional details. Work will be performed at West Palm Beach, Veterans Affairs Medical Center, 7305 N. Military Trail, West Palm Beach, FL. Deductive Item #1 Deduct all work associated with the replacement of 119 DDC Variable Air Volume (VAV) assemblies consisting of air terminal units, reheat coils and control valves, all Direct Digital Controls and thermostats associated with the boxes in the Community Living Center (CLC). The NCO 8 anticipates the award of a firm-fixed-price contract to provide the VAV Box Replacement Services. The magnitude of construction is between $10,000,000.00 to $20,000,000.00. The solicitation will be issued on or about October 28, 2021. All information for this solicitation will be posted on the sam.gov website at https://sam.gov/content/opportunities. All interested firms must be registered in sam.gov.
Background
The Department of Veterans Affairs is seeking a contractor to provide all labor, tools, material, and equipment necessary to replace Variable Air Volume (VAV) assemblies consisting of air terminal units, reheat coils and control valves, all pneumatic controls and thermostats associated with them in accordance with the statement of work, schedule, drawings, and specifications. The work will be performed at West Palm Beach, Veterans Affairs Medical Center.

Work Details
The contractor is required to replace 1,184 Variable Air Volume (VAV) assemblies consisting of air terminal units, reheat coils and control valves, all pneumatic controls and thermostats associated with them. Additionally, the contractor is to replace 119 Variable Air Volume (VAV) assemblies in the Community Living Center located on the West Palm Beach VAMC campus. The work includes project management, supervision, site safety and construction oversight; piping, sheet metal fabrication and insulation associated with VAV replacement; testing, balancing and commissioning of all VAV boxes; equipment installation in an active patient care environment; preparation of the site for replacement of the VAV boxes including implementation of dust control and other construction safety measures; coordination of shutdowns with COR; compliance with Occupational Safety and Health Administration (OSHA), VA standards, and other related codes; continuous direct line of sight supervision of contractor tools and equipment; daily cleanup of work sites; issuance of hot work permits as required by the VA’s COR; notification to the Contracting Officer for security arrangements for employees before starting work.

Period of Performance
The performance period is 730 calendar days after receipt of written Notice to Proceed performed in concurrent or sequential phases as indicated or required.

The construction projects will be performed at West Palm Beach, Veterans Affairs Medical Center located at 7305 N. Military Trail, West Palm Beach, FL.
