Background
The Department of Veterans Affairs (VA) is issuing this Request for Proposal (RFP) for an Indefinite Delivery/Indefinite Quantity (IDIQ), Job Order Contract (JOC) to provide general construction services at the VA Medical Center in Battle Creek, MI. The contract aims to facilitate lower dollar value construction projects, maintenance, alterations, and repairs of buildings and structures. This solicitation is set aside for Service-Disabled Veteran Owned Small Businesses (SDVOSB) with a small business size standard of $45 million.

Work Details
The contractor will be responsible for providing non-complex general construction services, including but not limited to: maintenance, repair, and alteration of buildings and structures. Task orders will range from a minimum of $2,000 to a maximum of $750,000 per order, with a total maximum contract value of $30 million. The work will include various trades necessary for the completion of construction tasks as specified in individual task orders.

The contractor must adhere to wage determinations applicable to the Battle Creek VAMC location and comply with environmental management systems as outlined by the agency's Green Environmental Management System (GEMS). Additionally, contractors must submit information regarding their past safety and environmental records as part of their proposal.

Period of Performance
The contract will have a period of performance consisting of five one-year ordering periods over a total duration of five years.

Place of Performance
The construction projects will be performed at the VA Medical Center located in Battle Creek, Michigan.
