Background
The Department of Veterans Affairs is issuing this solicitation for the upgrade of environmental controls in Building 223 located at the Doris Miller Department of Veterans Affairs in Waco, Texas. The goal of this contract is to enhance the operational efficiency and safety of the facility, which operates 24/7 as a healthcare environment.

The contractor will be responsible for providing all necessary labor, materials, equipment, and supervision to complete the project as outlined in the Statement of Work and associated construction documents.

Work Details
The contractor shall perform the following tasks:
- Reconfiguration of electrical, mechanical, plumbing, and other systems as specified in the construction documents;
- Coordination with existing work to minimize disruption;
- Compliance with all applicable regulations and standards including OSHA;
- Management of demolition debris;
- Provision of fire watch services for impairments lasting more than four hours;
- Ensuring infection control measures are followed;
- Maintaining a clean work environment.

The contractor must also ensure that all work complies with VA specifications and coordinate with the VA prior to any demolition activities. Additional requirements include ensuring that all workers have undergone tuberculosis screening and adhering to strict security protocols while on site.

Period of Performance
The contract performance period will commence upon award and is expected to be completed within a specified timeframe that will be negotiated post-award.

Place of Performance
The construction projects will be performed at Building 223, Doris Miller Department of Veterans Affairs, located at 4800 Memorial Drive, Waco, TX 76711.
