RFI #65. Can the morgue be shut down during construction? Providing temp cooling for that area to the degree required will be between difficult and impossible. If the shutdown is not possible, can you please provide clarification on how temp cooling for that area is to be accomplished so we can properly price this scope? Including the size and placement of temp unit/units that will achieve the appropriate temperatures? We don't use the JB morgue too often. Most patients that pass at JB go directly to the funeral home. The morgue is only used with the veteran does not have funeral home plans in place. The backup plan is the patient will be transported to JC morgue until funeral home arrangements are made. RFI #70. Sizing the temp units based on a preconstruction TAB report will not enable us to provide the proper pricing for our scope of work. This information needs to be available for us to include the correct pricing at the time of our bid not after we are awarded the project. The needs of the station and the temporary units are based on availability. The information provided is to ensure the contractor understands the situation and the need to ensure a maintenance team/ plan is made available by the subcontractor to avoid any issues with the temporary cooling during construction. Power can be provided to the temporary units as follows: Building 1: Feed the temporary AHU from 208V panel EMDP . Provide temporary transformer and connections as necessary. Building 24: Feed the temporary AHU from 208V External Wireway . Provide temporary transformer and connections as necessary. Building 51: Feed the temporary AHU from 208V switchboard MSB-51A . Provide temporary transformer and connections as necessary. RFI #72, 73 & 108. We need the design team to provide the proper information on the steam trap sizing and placement. Including the traps at the units and any drip traps that might be required. This is a complicated issue that would need to be designed .by the design team .not the installing contractor. Drip traps are generally based on the pounds per hour capacity of the main. This information is not available to us. Steam trap to be placed at the unit steam coil / humidifier. Background
The Veterans Affairs Saint Louis Health Care System (VASTLHCS) is dedicated to providing high-quality health care to veterans. To support this mission, the Facility Engineering Service (FES) is seeking a contractor for a project aimed at replacing various air handling units and chillers in Buildings 1, 24, and 51 at the Jefferson Barracks Division in St. Louis, MO. This renovation addresses poor Facility Condition Assessments (FCA) and aims to replace obsolete mechanical equipment that has exceeded its useful life by 11-45 years.

The project is critical for improving patient care environments regarding temperature and humidity control and aligns with VHA priorities for SCIP FY2023.

Work Details
The scope of work includes the following tasks:
- Building 1: Replace two Trane Duplex AHUs serving the 3rd Floor Offices & Corridors, one Trane Simplex AHU serving the former Animal Research area, and the Morgue Refrigeration Unit. Replace condensate pumps and a vertical R-22 AHU leaking refrigerant.
- Building 24: Replace the air handling unit (AHU-01) serving the Canteen and Auditorium due to multiple leaks; replace an old exhaust fan in the mechanical room.
- Building 51: Replace an AHU serving the North side of the 1st Floor, approximately 130 FCUs operating with hot water instead of steam, and VAV boxes with hot water reheat coils. Additionally, replace old pumps and steam to hot water converters that are at the end of their useful life.

The project will also focus on reducing energy consumption and greenhouse gas emissions as per Executive Orders 13423 and 13514.

Period of Performance
The period of performance for this contract is expected to be approximately 270 calendar days after issuance of the Notice to Proceed (NTP), including mobilization, construction, final inspection, corrective work, and closeout documentation.

Place of Performance
The construction projects will be performed at Jefferson Barracks Division, St. Louis, MO.
