Background
The Department of Veterans Affairs (VA) is issuing this solicitation for the relocation of the Police Dispatch at the James H. Quillen VA Medical Center. The goal of this contract is to ensure that the Police Dispatch is effectively moved from its current location on the 1st floor to a new site on the Ground floor, enhancing operational efficiency and safety.

Work Details
The contractor shall completely prepare the site for building operations, which includes demolition and removal of existing structures. The contractor is responsible for furnishing all necessary labor and materials to perform the work as specified in the drawings and specifications provided for this project.

The scope of work includes:
- Relocating Police Dispatch from B204 on the 1st floor to the Ground floor.
- Ensuring that there are no deductions associated with this project.

Period of Performance
The period of performance for this contract is 365 calendar days from the issuance of the Notice to Proceed (NTP), with a contract period beginning on September 4, 2026, and ending on September 4, 2027.

Place of Performance
James H. Quillen VA Medical Center.

Bidder Requirements
Bidders must be Service-Disabled Veteran Owned Small Businesses (SDVOSB) and demonstrate relevant construction experience by completing at least two projects within the last five years that include multiple trades such as mechanical, electrical, plumbing, fire alarm and protection, carpentry, masonry, and information technology systems. Additionally, key personnel must have specific experience managing projects valued at over $1 million. Bidders must also provide proof of past performance with satisfactory ratings in relevant contracts.
