Background
The Department of Veterans Affairs (VA) is issuing this solicitation for the Renovate Outpatient Pharmacy and HVAC Project 612A4-19-016 at the Mather VA Hospital. The goal of this contract is to furnish all labor, materials, equipment, supervision, and necessary professional engineering services required for the construction effort.

This project aims to enhance the outpatient pharmacy facilities and improve HVAC systems to ensure compliance with health standards and operational efficiency.

Work Details
The contractor will be responsible for:
1. General Construction: Includes alterations, removal of existing structures, and necessary construction items.

3. Structural Work: Installation of foundations, slabs, structural block at the vault, and other structural engineering elements.

5. Fire Protection Work: Installation of fire suppression systems and fire alarm systems.
6. Plumbing Work: All plumbing construction work required for the project.

The contractor must also comply with VA Medical Center guidance on infection control during construction.

540 calendar days from the Notice to Proceed (NTP).

Contractors must provide proof of an OSHA designated 'competent person' on-site during work hours and submit documentation regarding their Safety & Environmental Record with no more than three serious or one repeat OSHA or EPA violations in the past three years and an Experience Modification Rate (EMR) of equal to or less than 1.0.
