578-M24122 UC Steam Line Sink Hole Pipe Repair Bldg. 217 Hines VA Hospital had a steam pipe rupture in the ground, they sent a VA FM employee (Veteran) in to try and make a repair, there was an unknown sink hole filled with boiling water and the employee fell into the sink hole, he was burned very seriously and was medevac d to Loyal burn unit. Due to the urgent and compelling nature of this procurement, this procurement was only negotiated with one vendor who was already on site working on another project. Delaying the Notice to proceed to repair this steam pipe could have greatly harm the Government employees and property around steam pipe.
