The solicitation will be issued in accordance with Public Law 109-461, the Veterans Benefits, Healthcare Information and Technology Act of 2006, Sections 502 and 503, as a set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns. In accordance with VAAR 819.7003(b), at the time of submission of offers and prior to award of any contract, the offeror must represent to the Contracting Officer that it is a (1) SDVOSB eligible under VAAR 819.70; (2) small business concern under the NAICS code assigned to this acquisition; and (3) certified SDVOSB listed in the Small Business administration (SBA) certification database at https://veterans.certify.sba.gov/. In accordance with FAR 36.204, the magnitude of construction for this project is between $20,000,000.00 and $50,000,000.00. The Department of Veterans Affairs (VA), Black Hills Health Care System (BHHCS), Hot Springs VA Medical Center intends to issue an Invitation for Bid (IFB) in accordance with the procedures set forth in Part 14 and 36 of the Federal Acquisition Regulation (FAR). Network Contracting Office 23 (NCO23) intends to award a single, firm fixed-price contract for completion of construction Project Number: 568A4-21-208, DOM Reno Rooms Bldg. 8 at the VA BHHCS, Hot Springs VA Medical Centers in Hot Springs, South Dakota. An IFB is planned to be issued on or about June 16, 2025, with an anticipated award date within 90 calendar days from bid opening date. Further details of all dates, events, and locations, including site visit and bid due date, will be available in the solicitation. Hot Springs VA Medical Centers currently have a need to renovate building 8 at the Hot Springs VAMC The primary project objective is to update the facility ability care for veterans, by modernizing and bring the building up to current building code requirements. Work will include but no limited to renovating room space, installation of new hydraulic elevator, replacement of sanitary sewer, vent, and domestic water piping, and installing new HVAC units. The contractor will be required to provide all tools, materials, equipment, labor, and supervision necessary to complete the project in accordance with the drawings, specifications, and scope of work. This is an operational (VA) Medical Center, and all construction work shall be planned and executed to have no impact on daily operations. The period of performance for this work is four hundred fifty-five (455) calendar days from issuance of Notice to Proceed (NTP). A Notice to Proceed date/issuance will be coordinated between VA and Contractor to ensure that there is no interference with patient care.
