Background
The Department of Veterans Affairs (VA) is issuing this solicitation for the replacement of cooling tower fans at the Captain James A. Lovell Federal Health Care Center (FHCC) located in North Chicago, IL. The goal of this contract is to ensure that the chiller plant meets current VA and industry standards by upgrading the existing cooling towers to enhance reliability and compliance.

Work Details
The contractor shall provide all tools, materials, labor, quality assurance, and supervision necessary for the complete removal and replacement of six existing cooling tower fans and associated systems. This includes:
- Upgrading power, controls, and other materials related to the cooling tower fans.
- Ensuring compliance with VA and industry standards throughout the project.
- Conducting selective demolition and construction as per specifications.
- Implementing containment measures to allow access without obstructing adjacent equipment or rooms.
- Performing Testing, Adjusting, and Balancing (TAB) on the cooling tower fan system before acceptance.
- Providing EIA/TIA testing and certification for new communications cables.
- Restoring all finishes damaged during construction to match existing conditions.
- Maintaining cleanliness using HEPA-filtered vacuum cleaners and anti-bacterial wipes, verified by VA Infection Control prior to acceptance.
