Question 1: The RFI #3 below state that only conduit in Bldg. 40 can be reused. Every electrical drawing notes The DEISGN INTENT is to re-use the existing raceway where new devices are replacing devices in the same location. See the demo drawings for reference. Can this question be clarified further? Do can conduit be reused in all buildings as shown on the drawings? Answer: Conduit cannot be reused in all buildings; only conduit in Bldg. 40 can be reused as described in RFI #3 response. Question 2: There are conflicting notes in regards to the rough-in system for the low voltage systems. Is full conduit required even in accessible ceilings? Or is free air acceptable? Answer: Cabling can be run across j-hooks within accessible corridor ceiling spaces only. Contractor must submit coordination drawings showing proposed raceway system and run across j-hooks for VA review prior to installation.

Background
The Department of Veterans Affairs Great Lakes Acquisition Center issued this solicitation for Project 537-19-124, Upgrade Nurse Call, at the Jesse Brown VA Medical Center. The goal is to modernize and replace the facility’s existing nurse call and code blue systems to improve patient care and communications infrastructure.

Work Details
• Provide all tools, materials, components, labor and supervision to remove and replace the existing Nurse Call system.
• Special telecommunications scope: connect server to VA network and PC workstations; rough-in nurse call system, power and console wiring; install head end and console, power up and program; temporarily install console at nurse station until old system devices are replaced; remove old devices, conduits, cabling; install new devices, conduit, cabling; use CAT-6a cabling; enclosures must be IP68 or equivalent; system must be Cisco and SIP or WCTP compatible.
• General construction: patch floors, walls, ceilings where devices and wiring are removed; match existing finishes; remove obsolete wiring; label nurse call conduits every 5 ft per network diagram.
• Abate asbestos-containing materials per attached asbestos survey.
• Record as-built drawings showing all system components and conduits with exact location and size; submit redline as-builts with each payment application.
• Q&A clarifications: conduit may only be reused in Building 40; cabling in accessible corridor ceiling spaces may be run on J-hooks with VA-approved coordination drawings.
• Project management and submittals: weekly onsite progress meetings; meeting minutes with attendance, status, issues, safety incidents, RFI log, two-week look-ahead; Task 1–3 submittals including baseline schedule, schedule of values, subcontractor lists, key staff resumes, OSHA training certificates, licenses and registrations; coordination drawings, infection control plan, finish schedules, device schedules, asbestos abatement plan, detailed shutdown and inspection schedules.

Period of Performance
Complete all work, including submittals, reviews, quality control, and final acceptance, within the specified number of calendar days from Notice to Proceed (NTP) as shown in the contract documents.

Place of Performance
Jesse Brown VA Medical Center, Main Campus, 820 S. Damen Ave., Chicago, IL 60612 (including Buildings 01A, 01B, 11A, 11B, 30, 32, and 40).

Bidder Requirements
• Furnish a Payment Bond (SF25A) and Performance Bond (SF25) each equal to the full contract value; use current SF24, SF25, SF25A forms.
• Submit past safety and environmental record: certify no more than three serious, or one repeat or one willful OSHA or EPA violation in past three years or provide explanation and details.
• Provide current Experience Modification Rate (EMR) on insurer letterhead; if above 1.0 or self-insured, provide explanation or NCCI Unity Rating documentation.
• Submit OSHA 300 and 300A Forms and construction safety training certificates.
• Provide copies of all required contractor licenses and registrations as specified in project specifications.
