RFQ 36C26125Q0029 Z1DA--36C261-24-AP-5056 | 36C26125Q0029 | VA Palo Alto Boiler Plant Retrofit This is a Request For Quotes. The Government requests that interested parties review the Description of Services and provide the quote information to the Contract Specialist, Nicole Renfrew, at Nicole.Renfrew@va.gov, by 9:00 AM PST on November 08, 2024. The contractor must provide all personnel, expertise, equipment, tools, materials, supervision, due diligence and other items and services necessary, as described in the Statement of Work, to retrofit three (3) boilers at the VA Palo Alto Health Care System (VAPAHCS) facility boiler plant, building # 40, located at 3801 Miranda Ave., Palo Alto, CA, 94304. The objective of this project is to retrofit three (3) existing VAPAHCS boilers to meet the safety standards required per Directive 1810, Master Specifications and Boiler Safety Manual, 8th Edition found on Technical Information Library (TIL) Technical Information Library (TIL) - Office of Construction & Facilities Management (va.gov), and to remove deficiencies as delineated in the Boiler Efficiency Institute (BEI) Boiler Safety Device Testing report dated July 20, 2023, attached herewith. The scope of the project is to address the deficiencies listed in section 3.1 of the Statement of Work and identified in the BEI report with corresponding numbers. All contractor personnel must possess all certifications and licenses required by Local, State, and Federal jurisdictions to perform this work. Please provide two quotes, one for each line item: The contractor must provide all personnel, expertise, equipment, tools, materials, supervision, due diligence and other items and services necessary, as described in the Statement of Work, to retrofit three (3) boilers at boiler plant building # 40 located at VAPAHCS, 3801 Miranda Ave., Palo Alto, CA, 94304. Contractor must also provide as-built drawings of three boilers, showing as-built conditions of gas and steam valves, location of viewports and burner configuration. Format: 11x17 paper hard copy, and digital copy as pdf document. Performance period 120 calendar days. The contractor must provide all personnel, expertise, equipment, tools, materials, supervision, due diligence and other items and services necessary, as described in the Statement of Work, to retrofit three (3) boilers at boiler plant building # 40 located at VAPAHCS, 3801 Miranda Ave., Palo Alto, CA, 94304. No As-built drawings provided. Performance period 90 calendar days.
Background
The Department of Veterans Affairs (VA) is issuing this Request For Quotes (RFQ) for the retrofit of three boilers at the VA Palo Alto Health Care System (VAPAHCS) facility. The goal of this contract is to ensure that the existing boilers meet safety standards as outlined in Directive 1810, Master Specifications, and the Boiler Safety Manual, 8th Edition. Additionally, the project aims to address deficiencies identified in the Boiler Efficiency Institute (BEI) Boiler Safety Device Testing report dated July 20, 2023.

Work Details
The contractor is required to provide all personnel, expertise, equipment, tools, materials, supervision, due diligence, and other items necessary to retrofit three boilers located at boiler plant building #40 at VAPAHCS. Specific tasks include:

1. Retrofitting existing boilers to meet safety standards and remove deficiencies as per BEI report.
2. Providing operation and maintenance instructions and manufacturer documentation upon project completion.
3. Ensuring all work complies with applicable codes and standards including OSHA guidelines and NFPA regulations.
4. Providing a one-year warranty on all work performed.
5. Daily cleanup and securing of the work site.
6. Coordination with the appointed Contracting Officer Representative (COR) to minimize impact on boiler operations.

Period of Performance
The period of performance for this contract will be either 90 or 120 calendar days from the issuance of a notice to proceed, depending on the selected quote option.

The construction projects will be performed at the VA Palo Alto Health Care System facility located at 3801 Miranda Ave., Palo Alto, CA 94304.
