FYI Submission from AE for 528A8-22-851 Upgrade VA Albany BMS Backbone The project specs do not indicate a fiber type or strand count for new cabling, please clarify. Response: See attached spec section 27 15 00 COMMUNICATIONS STRUCTURED CABLING. 2/1-DA-102: The drawings imply no ceiling, but the field condition is plaster and lathe. Please confirm if this is to be demolished. Response: The existing plaster and lathe ceiling shall remain. In spaces with plaster and lathe ceiling, install new conduits and devices below ceiling. Dumbwaiter Vestibules: We suspect double ceilings, original plaster and lathe above the visible drop ceilings in these rooms. Please confirm if present. Response: When Fellenzer was on-site we checked above the 6th and 9th floor ACT and found no plaster layer above those ceilings. Fellenzer did not check floors 2-5, 7-8, or 10. Given the plaster and lathe in 2/1-DA-102 area and potentially above the vestibule drop ceilings, please advise if any testing has been performed for lead or asbestos. Response: Assume plaster and lathe to have ACM and lead. Contractor shall include hazardous material testing and abatement in the bid price. If ACM is not found in certain areas, credit back to owner for abatement of those areas.

Background
The Albany Stratton Veterans Administration Medical Center (VAMC) is undergoing continuous renovations to meet evolving needs and standards. The facility comprises a main building and several attached and detached buildings, totaling approximately 859,000 sq. ft.

The existing building management system (BMS) has developed over time through various individual projects, leading to an unmanaged network that supports multiple DDC vendors. The VA aims to mitigate risks associated with this unmanaged network by establishing a new IT network for the BMS system(s). This project is part of a broader effort to enhance the facility's infrastructure.

Work Details
The project involves the construction of a dedicated IT network specifically for the HVAC control systems at the Albany VAMC. Key tasks include:
- Installing a robust IT network backbone that supports both existing and new network controllers;
- Ensuring compatibility with BACnet over IP using a TCP/IP backbone;
- Adhering to approved drawings and specifications dated September 31, 2024, and September 13, 2024;
- Utilizing Autodesk Build as the construction management platform;
- Completing all required submittals prior to mobilization;
- Verifying existing site conditions before commencing work;
- Ensuring all work is performed in accordance with industry best practices.

The contractor must also coordinate regularly with the VA’s project representative and correct any unacceptable work at no additional cost.

Period of Performance
