FY26 - Gutter Cleaning and Maintenance (B+4OPT)

Background
The VA New Jersey Healthcare System (VANJHCS) is seeking a Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) service contract for semiannual cleaning and maintenance of building gutters, downspouts, and roof drains.

This contract aims to ensure compliance with Life Safety Survey Requirements across its facilities, which include the Lyons VAMC and East Orange VAMC. The agency's mission is to provide high-quality healthcare services to veterans.

Work Details
The Contractor shall provide all labor, appropriate equipment, materials, and tools necessary to perform the following tasks:
- Semiannual cleaning of gutters, downspouts, and roof drains at both East Orange VAMC and Lyons VAMC.
- Maintenance services as required throughout the VANJHCS.
- The contractor must ensure that all work complies with Veterans Administration, State, Federal, and OSHA rules and safety regulations.

All workers must be experienced and safety qualified with a valid OSHA 30-hour safety card. A site visit is required to determine the actual number of gutters and downspouts to be cleaned prior to ordering materials.

Period of Performance
The contract period of performance spans five years from November 3, 2025, to November 2, 2030. All tasks must be completed within the months of April and November each year.

Place of Performance
The services will be performed at two locations: East Orange VAMC located at 385 Tremont Avenue East Orange, NJ 07018-1095 (Buildings 2, 5a, 15, 16, 17, 18) and Lyons VAMC located at 151 Knollcroft Lyons, NJ 07939 (Buildings 1 through 11, 13, 15, 16, 53, 54, 57, 143, 135; all flat roofs; drains on all buildings; Housekeeping Quarters Buildings 19, 25 and 26).
