Description

This is a Sources Sought announcement for acquisition planning purposes and no formal solicitation for this requirement exists at this time. All businesses, regardless of size; capable of providing these services are invited to respond to this announcement and submit a capability statement for consideration. Capability statements received will be reviewed to determine a firm's previous experience performing similar work. The capability statements will be reviewed and used to determine an appropriate procurement strategy, in particular whether a set-aside is warranted or an alternate procurement strategy. The Government does not intend to award a contract on the basis of this notice or otherwise pay for information solicited.
Proposed Project:
The mission of U.S. Bureau of Reclamation (Reclamation) is to manage, develop, and protect water and related resources in an environmentally and economically sound manner in the interest of the American public. Reclamation's Yuma Area Office (YAO) admin building's roof is equipped with a thermoplastic polyolefin (TPO) membrane roof. The TPO roofing installation was completed in April 2011. Repairs were made to the roof in February 2020 under the 10-year warranty. The TPO membrane roof has weathered further and is no longer waterproof. During rain events, the water passes through the roof, down the structural beams, onto ceiling tiles in different areas, and eventually makes it into several office spaces. In August 2023, the remnants of Hurricane Hilary brought strong winds and rain making matters worse. Reclamation staff has been making observations of which areas are affected during rain events and noticed three additional buildings with leaking roofs within the Yuma Desalting Plant (YDP) property. The additional buildings are the Desalting Building (processing area), YDP admin office, and the switchyard control building where leaks and damaged ceiling tiles have been observed. The Desalting Building is equipped with a built up roof (BUR), YDP admin office with an acrylic coated single-ply roof, and the switchyard control building with an acrylic coated spray polyurethane foam (SPF) roof.
Reclamation is seeking a roofing contractor capable of making necessary repairs on four buildings including, but not limited to, single-ply membrane roof overlay, roof curbs, curb flashing, penetration flashings, vents through roof (VTR), drains, sealant, expansion joints, roof walkway, insulation, coating restoration, skylight cages, permanent anchor points, debris removal, and debris disposal. The YDP property shall remain fully operational during the contract's performance period. Ensuring the safety of all employees involved is paramount.
The applicable North American Industry Classification System (NAICS) Code 238160, Roofing Contractors with a corresponding small business size standard of $19M.

6. Capability Statement (not to exceed 10 pages). A brief summary of capabilities to include demonstration of the firm's previous experience as a prime or subcontractor performing this type of service. Previous procurements performed of similar size and complexity to include references with point of contact information. Firm shall provide the project title, location, and detailed description of the efforts and how it was similar, the project dollar value, contract award number, completion date, and the customer's name, phone number and email address.
