Background
The U.S. Fish and Wildlife Service (FWS) is issuing this solicitation for the removal of a metal roof at the Jocelyn Nungaray National Wildlife Refuge (NWR) located in Winnie, Texas. The objective of this contract is to secure a qualified contractor to safely remove the existing metal roof from the Wash Bay, which has shown significant signs of rust and poses a potential safety hazard if not addressed. The project aims to ensure the safety and integrity of the facility.

Work Details
The contractor shall provide all labor, tools, equipment, transportation, and supervision required to perform the following tasks:

1. Demolition and Removal: Safely demolish and remove the existing metal roof, including panels, fasteners, flashing, and any roof-mounted materials while ensuring that all structural elements beneath remain undamaged.

2. Debris Disposal: Properly collect, remove, and dispose of all roof materials and related debris off-site in accordance with federal, state, and local environmental regulations.

3. Site Cleanup: Clear all debris and materials from the work area and leave the site in a clean and safe condition suitable for subsequent inspection and follow-on work.

The contractor must comply with OSHA safety regulations, hold appropriate state and local licenses for demolition and debris hauling, provide a site-specific safety plan prior to starting work, and coordinate with the on-site point of contact before mobilization.
