The Fort Hood, Texas Sugarloaf Multi-Use (SLMU) Environmental Resilience Range requires repairs to update the current infrastructures.
Request for Proposal, 140D0425R0119 (this RFP replaces solicitation 140D0425R055 originally posted on 03/13/2025). The title has also been updated due to the base being renamed in July 2025. All associated attachments are attached to include the new solicitation titled as B08 SOL SLMU Resilience Range Repairs PDF Main DC.
Background
The Fort Hood, Texas Sugarloaf Multi-Use (SLMU) Environmental Resilience Range requires repairs to update the current infrastructure. This solicitation is issued by the Interior Business Center, Acquisition Services Directorate, with the goal of enhancing the resilience and functionality of the range. The contract is structured as a Firm Fixed Price agreement and has an estimated construction magnitude between $5,000,000 and $10,000,000.

Work Details
The contractor will perform various construction tasks including:

1) Rapid Design Development Phase for repair or alteration of non-building facilities;
2) Moving Armor Target (MAT) emplacements MV2, MV4, and MV8 repairs involving replacing timbers with concrete Bin-Block and increasing wall height;
3) Installation of concrete slabs at five Stationary Armor Target (SAT) emplacements;
4) Replacement/repairs of Range Limit Markers;
5) Relocation of Mover Power for charger stations;
6) Installation of power to Range Limit Markers;
7) Acceleration of physical construction work timeline;
8) Repairs at timber MAT emplacements using GeoLock Foundation Wall Anchor System;
9) Replacement of ten Moving Armor Target systems on two ranges; and
10) Construction of two water points at Hargrove MOUT Facility and FARP West.

Period of Performance
The contract performance period is from November 3, 2025, to November 2, 2026, with specific tasks having varying completion dates within this timeframe.
