Background
The Elephant Butte Historic District (EBHD) is located in Elephant Butte, New Mexico in Sierra County and consists of approximately 130 acres and 65 different structures, 32 of which are recorded on the National Register of Historic Places. The area was under a lease agreement with New Mexico State Parks but was turned back to Reclamation in 2015 due to the needed improvements and little financial assistance through the Title 28 cost share agreement. Reclamation owns all buildings and assets within the Historic District. Several original structures were built during the construction of the dam between 1911-1916 while others were built by the Civilian Conservation Corps (CCC) in the 1930s and 1940s. Reclamation’s first step was to address immediate safety concerns at EBHD. Additional improvements are needed considering the infrastructure is at the end of its useful life or past its useful life.

The improvements made to safety and infrastructure will enhance the likelihood of potential businesses bidding for a concession contract for the area.

Work Details
The principal components of work include: Replacement or installation of four utilities across the EBHD Site, including replacement of sewer lines, removal and installation of water lines, demo and installation of electrical services, installation of optical fiber, copper network cable, and infrastructure for future connection to an ISP, network switches, wireless access points, replacement of three existing water storage tanks. The notice also requests all responsible Small Business Sources to respond with their capabilities statement to include experiences and expertise, examples of similar projects that reflect the requirement, type of work complexity and value.

The construction projects will be performed at Elephant Butte Historic District (EBHD) located in Elephant Butte, New Mexico in Sierra County.
