Background
The Bureau of Reclamation, Upper Colorado Basin Region, Albuquerque Area Office, has a need to replace sewer and water lines, demo and installation of electrical services, installation of optical fiber, copper network cable, and infrastructure for the future connection to an ISP, network switches, wireless access points, and replacement of water tanks at the Elephant Butte Historic District (EBHD) located in Elephant Butte, New Mexico in Sierra County. The area consists of approximately 130 acres and 65 different structures, 32 of which are recorded on the National Register of Historic Places. Reclamation owns all buildings and assets within the Historic District. The area was under a lease agreement with New Mexico State Parks but was turned back to Reclamation in 2015 due to the needed improvements and little financial assistance through the Title 28 cost share agreement. The area is currently open to the public and is temporarily managed by a licensee while a concession contract is being put into place. Reclamation’s first step was to address immediate safety concerns at EBHD. Additional improvements are needed considering the infrastructure is at the end of its useful life or past its useful life.

Work Details
The principal components of work include replacement or installation of four utilities across the EBHD Site: Replacement of Sewer Lines, Removal of existing sewer lines including connections to existing manholes, Installation of PVC gravity sewer lines in place of the removed sewer piping including connections to existing manholes, Installation of force main; Replacement of Water Lines, Removal of existing water lines, Installation of new PVC water lines and appurtenances, Replacement of water system pumps; Demo and Installation of Electrical Services including demo of overhead electrical wires and associated power poles, installation of grade electrical wiring, furnishing and installing electric vehicle charging stations, installation of dark-sky compliant site lighting, furnishing and installing RV Pedestals with receptacles; Installation of optical fiber, copper network cable, infrastructure for future connection to an ISP, network switches, wireless access points; Replacement of three existing water storage tanks including demo and installation of two new water storage tanks and disinfection; The magnitude of construction for the EBHD Utility Rehab is between $5,000,000 and $10,000,000.

Period of Performance
The anticipated period of performance is thirteen (13) months.

Place of Performance
The Elephant Butte Historic District which is located approximately 10 miles east of Truth or Consequences, New Mexico in Sierra County.
