Operations, Maintenance, and Auxiliary Support Services for the Andrew W. Breidenbach Environmental Research Center (AWBERC) Facility, Cincinnati, OH
The United States Environmental Protection Agency (EPA), Andrew W. Breidenbach Environmental Research Center (AWBERC Facility) located at 26 W. Martin Luther King Drive, Cincinnati, OH has a requirement for managed operations, maintenance, and auxiliary support services. The Government anticipates the award of a Firm Fixed Priced type contract (with cost reimbursement contract line items and a Firm Fixed Priced IDIQ line item) with a twelve-month base period and four (4) twelve-month option periods. Also, the government will have the option to extend services for up to 6 months beyond the end of the anticipated five (5) years.
The purpose is to provide managed operations, maintenance, and auxiliary support services necessary to preserve and sustain the continued appearance, operation, and fitness of the AWBERC facility, equipment, and grounds for laboratory and administrative use on a twenty-four hour, seven days a week basis, with nominal disruption of regular, on-going AWBERC business during normal operations hours, in accordance with all applicable local, state, and federal laws and regulations.
The services to be performed are: (1) Building Maintenance; (2) Grounds Maintenance; (3) Emergency Repair Services; (4) Non-Standard Repair Services; (5) Inventory and Purchasing Support; (6) Management, Staffing, and Records; (7) Health and Safety Plan; (8) Initial Status Reports. The successful contractor of any resultant contract will be expected to provide all necessary labor, materials, and services in support of the efforts delineated by the Performance Work Statement (PWS). The DRAFT PWS is attached with this notice.
An organized site visit has been scheduled for Wednesday, 9.25 at 9:00 am 11:00 am. Potential offerors are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect contract performance, to the extent that the information is reasonably obtainable.

This acquisition is being conducted as a competitive 8(a) set-aside in accordance with Section 8(a) of the Small Business Act and FAR Subpart 19.8. The requirement will be awarded using FAR part 15 procedures. The North American Industry Classification System (NAICS) code is 561210 (Facilities Support Services) with a size standard of $47 Million.. Background
The United States Environmental Protection Agency (EPA) is seeking managed operations, maintenance, and auxiliary support services for the Andrew W. Breidenbach Environmental Research Center (AWBERC) Facility located in Cincinnati, OH.

The goal of this contract is to preserve and sustain the facility's appearance, operation, and fitness for laboratory and administrative use on a continuous basis while ensuring minimal disruption to ongoing business activities.

The contract will be awarded as a Firm Fixed Price type with cost reimbursement elements, covering a base period of twelve months with four additional option periods.

Work Details
The contractor will perform the following services:
(1) Building Maintenance;
(2) Grounds Maintenance;
(3) Emergency Repair Services;
(4) Non-Standard Repair Services;
(5) Inventory and Purchasing Support;
(6) Management, Staffing, and Records;
(7) Health and Safety Plan;
(8) Initial Status Reports.

Specific tasks include: providing management, training, licensed personnel, labor, materials, equipment, tools, protective equipment for task orders ranging from minor repairs to significant alterations; maintaining documentation of work through video or digital photographs; generating conceptual drawings for alterations; performing repairs within specified timeframes; managing a help desk for service requests during normal duty hours; conducting grounds care including mowing and litter removal; maintaining flower beds and planters with specific planting schedules and plant selections; performing soil testing and aeration of lawn areas annually; and ensuring compliance with fire extinguisher inspections.

Period of Performance
The contract will have a twelve-month base period followed by four optional twelve-month periods. Additionally, there is an option to extend services for up to six months beyond the five-year period.
