Background
The USGS Newport Geomagnetic Observatory is located in Newport, Washington, and was constructed in 1965. The observatory’s grounds are on U.S. Forest Service property and contain an occupied quarter, a garage, four magnetic observation buildings, and a seismic vault. The purpose of the fence replacement project is to provide site security to prevent trespassing and vandalism, as well as to maintain the buffer required to keep people and animals away from the sensitive equipment housed in the buildings. The new proposed 7-ft fence height aims to deter elk from jumping the fence and trespassers from attempting to climb it.

Work Details
The contractor is required to conduct a site visit within 14 business days of the Notice to Proceed (NTP), inspect and familiarize themselves with the existing fence line and surrounding landscape, determine the correct equipment and materials needed for installation, coordinate with site personnel on storage locations, demolish existing fence within 30 business days of the NTP, layout the new fence line within 45 business days of the NTP using existing perimeter line, install an estimated 5,740-foot of Fence within 85 business days of the NTP, install three man-gates on the north, south, and west fence-lines within 85 business days of the NTP, install five magnetic fence line gaps within 90 days from the NTP, install solar powered motion sensor light at main-gate within 90 days from the NTP, and install government “Keep Out” signs every 200-foot within 90 business days of the NTP.

The period of performance for this contract is from October 1, 2023, to January 1, 2024.

The construction projects will be performed at USGS Newport Magnetic Observatory located at 832 Geophysical Observatory Road Newport, WA 99156.
