NAMA 291052 Repair Lincoln Reflecting Pool

Background
The National Park Service (NPS), part of the United States Department of the Interior, is seeking to repair major failures within the Lincoln Memorial Reflecting Pool water treatment and circulation system. This project aims to prevent water loss and ensure the structural integrity of this historic resource located between the Lincoln Memorial and the World War II Memorial in Washington, DC.

The NPS is conducting market research through this Sources Sought Notice to gauge interest from both large and small businesses for a competitive acquisition strategy.

Work Details
The project involves several key construction tasks:
1) Installing new supply and return lines for the water treatment system;
2) Replacing approximately 2.5 miles of deteriorated expansion joints, which includes removing existing joint materials, sand blasting, scarifying joints, and installing new joint glands and adhesive;
3) Repairing the ozone system by removing the existing venturi ozone system and installing a new ozone nanobubble carbon ceramic generator along with rerouting ozone and oxygen injection piping;
4) Rerouting the water treatment line in the plant and conducting equipment testing;
5) Replacing a waterline to the pool;
6) Restoring the surrounding landscape.

The entire project will be executed as design-build, with specific attention to minimizing visitor impact during construction.

Period of Performance
The anticipated period of performance for this contract is 365 days, with potential seasonal shutdowns mandated during construction.

Place of Performance
The construction projects will be performed at the National Mall and Memorial Parks in Washington, DC.
