Milling and Paving of Parking Lot & Structure

Background
The U.S. Geological Survey (USGS), in conjunction with the United States Fish and Wildlife Service (FWS), occupies the Patuxent Research Refuge (PRR). The Eastern Ecological Science Center (EESC) is located on the Central Tract of the PRR, which consists of several buildings, animal pens, and service roads across approximately 13,000 acres.

The contract aims to perform milling, paving, and application of traffic paint for a parking lot and structure at the EESC located in Laurel, Maryland.

Work Details
The contractor shall provide all labor and materials necessary for milling and paving work at the Gabrielson building and Merriam Garage. Specific tasks include:

- Shooting grades with transit to mark areas for milling/excavation for proper water drainage;
- Milling/excavating asphalt along curb and gutter, manholes, damaged areas;
- Pre-filling excavated areas with 9.5mm surface asphalt at a two-inch depth;
- Cleaning the parking lot of vegetation and debris;
- Applying tar to existing asphalt for bonding;
- Installing a leveling course of asphalt prior to resurfacing;
- Resurfacing with 2 inches of 9.5mm surface asphalt using a motorized road paver;
- Compacting with a vibratory roller;
- Installing asphalt curbs at garage entrance to direct water away from landing;
- Re-striping all existing traffic control lines and curb markings.

Period of Performance
The contractor must commence work within ten calendar days after receiving the notice to proceed and complete all work within 90 calendar days from that date.

Place of Performance
The construction projects will be performed at the USGS Eastern Ecological Science Center located at 12100 Beech Forest Road, Laurel, MD 20708.
