Description

The Department of Interior, Bureau of Land Management (BLM), Montana State Office intends to solicit proposals for construction activities to repair Marshall Dam located in Prairie County, Montana approximately 3 miles south of Mildred, MT.
BLM will issue Solicitation Number 140L3623R0021 via https://sam.gov/content/opportunities, at the link provided in this notice. The principal components of the work to be performed include, but are not limited to the following:
* Dewater reservoir and construction area.
* Excavate the existing dam embankment and foundation including removal of a 30-inch diameter Corrugated Metal Pipe (CMP) broken-back outlet works pipe.
* Reconstruct the dam embankment, including:
* Placement of compacted fill from onsite borrow sources,
* Placement of lime amended backfill,
* Placement of imported rock and cobbles for riprap slope protection along the upstream face,
* Placement and compaction of imported sand and gravel for internal filter and drain features.
* Construct precast concrete spillway riser for a new principal spillway.
* Construct concrete encased, precast reinforced concrete pipe outlet conduit.
* Construct precast concrete low-level inlet structure.
* Construct gabion or grouted riprap stilling basin.
* Excavation, fill, and grading for new auxiliary spillway.
* Place gravel road surfacing along the crest of the dam.
* Reclaim all disturbed areas including staging areas and temporary roads. Reclamation consists of preparation of the soil for seeding but does not include seeding. Seeding of the reclaimed areas will be completed by Others.
Pursuant to Part 15 and Part 36 of the Federal Acquisition Regulations, BLM intends to issue a Request for Proposal (RFP) on or around October 16, 2023. The estimated price range of this acquisition is between $500,000 and $1,000,000. BLM anticipates issuing the RFP under the total small business set-aside program. The applicable North American Industry Classification System (NAICS) Code is 237990 and the associated Small Business Size Standard is $45.0 Million.
A single contract award will be made to the offeror that submits a proposal that has been determined to be the best value based on the Tradeoff Procedures within the Federal Acquisition Regulations. A firm-fixed priced contract is contemplated. Proposals will be due on or around December 15, 2023, at BLM's Montana State Office, 5001 Southgate, Billings, Montana. Offerors may submit electronic proposals as a response to the anticipated solicitation. Electronic proposals will be subject to the same rules as paper proposals.
The Government anticipates award of this procurement on or around February 13, 2024. The successful contractor will be required to commence work within 10 calendar days after the date the Contractor receives the notice to proceed and complete the entire work ready for use within 120 calendar days. The time stated for completion shall include final cleanup of the premises.

IPP: Payment requests for the anticipated contract must be submitted electronically through the U.S. Department of the Treasury s Invoice Processing Platform (IPP). IPP is a secure, web-based service that more efficiently managements government invoicing from contract through payment notification at no charge to federal agencies and their vendors. The IPP website address is https://www.ipp.gov/. The contractor must use the IPP website to register access and use IPP for submitted request for payment. Contractor assistance with enrollment can be obtained by contacting the IPP Customer Support Team via email IPPCustomerSupport@fiscal.treasury.gov or via phone at 1-866-973-3131.
If the contractor is unable to comply with the requirements to use IPP for submitting invoices for payment, the contract must submit a waiver request in writing to the Contracting Officer with its proposal.
