Job Order Contracts for Fort Knox, Kentucky   2

The Fort Knox Directorate of Contracts intends to solicit and award Job Order Contracts (JOC) for Fort Knox, Kentucky for a broad range of real property sustainment, restoration, and maintenance of minor construction projects. The projected period o f performance is 15 May 2008, or date of contract award, through 14 May 2009, or one year from the date of award. The contract will include four one-year option periods. These contracts will be Indefinite Delivery/Indefinite Quantity contracts. Scope of work encompasses tasks in a variety of construction disciplines. Pricing will be based on the 2008 R.S. Means Assemblies Cost Data, Building Construction Cost Data, Concrete & Masonry Cost Data, Electrical Cost Data, Facilities Construction Cost Data, Fa cilities Maintenance & Repair, Heavy Construction Cost Data, Interior Cost Data, Light Commercial Cost Data, Mechanical Cost Data, Plumbing Cost Data, Repair & Remodeling Cost Data, Site Work & Landscape Cost Data, and Square Foot Cost Data Books, modified utilizing the Weighted Average city cost index. This requirement is unrestricted. All responsible sources may submit an offer. The Government intends to award at least one, but not more than three, JOC contracts utilizing a fixed coefficient for the b ase period, with economic price adjustments based on the Engineering News Record Building Cost Index (BCI) for the option periods. The base period guaranteed minimum, initiated through issuance of task orders, is $400,000.00 per contract awarded. Each op tion period will include a guarantee amount of $200,000.00 per contract which will also be initiated through issuance of task orders. The program value is $300,000,000.00; at no time will the sum of all task orders issued exceed the program value. Task or ders will be awarded on a firm-fixed price basis after task order competition and negotiation. This solicitation is being issued as a negotiated procurement. Offerors will be required to submit both a technical and price proposal. Proposals will be eval uated using the Lowest Prices, Technically Acceptable Source Selection Process. The Government intends to award contracts without discussions; therefore, the offerors initial proposal shall contain its best offer. All interested contractors must be regi stered in the Central Contractor Registration; registration must be completed electronically at www.ccr.gov. The solicitation will be posted on the Fort Knox Contracting homepage at: http://doc.knox.army.mil on or about March 7, 2008 with proposals due on or about April 1, 2008. These dates are estimated and subject to change. All amendments to the solicitation will be likewise posted to this website. Paper copies of the solicitation or amendments will not be issued. Contractors are cautioned to check the website periodically. No solicitation mailing list will be compiled. Contractor is responsible for all costs of producing and mailing their proposal.
