Description

This is a Synopsis/Pre-Solicitation notice. The final solicitation package will follow.
This opportunity is only available to Small Businesses. The U.S. Fish & Wildlife Service Great American Outdoors Act (GAOA) Construction Team has a requirement for the following:
The floatplane dock at Alaska Peninsula NWR is in need of replacement. During the summer of 2018, the dock system failed during a storm event. The upper cable anchor failed, causing many of the dock segments to float downstream before being caught up by the lower cable anchor. It is also apparent that the existing pier has some structural damage at the beam on the end of the pier. This work will include all labor, materials, and supervision to demolish and dispose of the existing floatplane dock to include bulkhead, gangway, floating dock, grading, electrical, and fuel tank as per the design drawings and specifications. The option item of the boat ramp to be constructed as per the attached designs and specifications will be determined at time of award.
This requirement is being procured in accordance with FAR Part 15, Contracting by Negotiation. This will be a Firm Fixed Priced Contract and Award will be based on Lowest Price Technically Acceptable.
The complete Solicitation will be posted to https://sam.gov/ under Contract Opportunities on or about June 4, 2025. Interested contractors must be registered in SAM (System for Award Management, www.sam.gov) and complete Online Representations and Certifications.
A pre-proposal site visit and instructions will also be announced with the solicitation.
The NAICS code is 237990 Other Heavy and Civil Engineering Construction and the size standard is $45 million. The project magnitude is between $1,000,000 and $5,000,000.
The work will commence within 10 days of Notice to Proceed and be completed by the agreed upon date at the time of award.
Bonding Requirements: 20% Bid Bond, 100% Payment Bond, 100% Performance Bond
