Description

This is a Pre-Solicitation Notice. Region 10 - California-Great Basin of the Bureau of Reclamation intends to issue a Solicitation for a firm fixed-price construction contract for the FKC Middle Reach Capacity Correction This procurement will be advertised as full and open. Solicitation will follow tradeoff source selection process and will be issued as a Request for Proposal (RFP) using FAR Part 15, contracting by negotiation procedures. The applicable North American Industry Classification System (NAICS) Code is 237990 and the related small business size standard is $39.5M. This notice is not a request for proposal and the information presented in this announcement will not obligate the Bureau of Reclamation in any manner. The estimated cost of this project is between $100,000,000.00 and $300,000,000.00. This procurement will require 100% performance and payment bonds. Work is located within Tulare and Kern Counties, California, between the town of Lindsay on the north end and Lake Woollomes on the south end. The work to be performed is described below. PRINCIPAL COMPONENTS OF WORK The following is a listing of the principal components of work, but does not address all work items or tasks required for completion of the project: a. Construction of approximately 10 miles of new concrete-lined canal adjacent to the existing FKC from downstream of the existing Avenue 136 bridge to downstream of the existing farm bridge at Avenue 64. The WORK includes earth excavation; handling, hauling and placing of the excavated material in embankments, trimming of the canal prism; and furnishing and placing unreinforced concrete canal lining. b. Construction of 8 reinforced concrete inverted siphon undercrossings of 7 roadways and 1 stream channel (Deer Creek) including restoration of the existing roadways and stream channel. c. Construction of one reinforced concrete check structure at Deer Creek, reinforced concrete inlet and outlet transitions and control building, including furnishing and installing miscellaneous metalwork, chain link fencing, fabricated steel radial gates, complete with appurtenances, lifting mechanisms, instrumentation and electrical components. d. Construction of 9 reinforced concrete turnout structures on the new canal. The work includes furnishing and installing pipelines, connections to existing infrastructure, reinforced concrete junction weir boxes, miscellaneous metalwork, chain link fencing, hydraulic gates, complete with appurtenances, actuators, instrumentation, and electrical components. e. Construction of two stormwater pump stations including furnishing and installing pumps, pipelines, concrete wetwells, miscellaneous metalwork, equipment, sitework complete with appurtenances, instrumentation, and electrical components. f. Removal, disposal, abandonment and salvage work at multiple sites along the canal including one existing automatic wasteway, at one existing check structure (Deer Creek). g. Miscellaneous utility relocation and modification work including, but not limited to, utility pipeline crossings of the new canal and old canal, drainage culvert construction, and irrigation well demolition and abandonment. Solicitation 140R2020R0009 will be posted electronically to the Government Point of Entry (GPE) via https://beta.sam.gov/ on or about May 3, 2021. The date for receipt of proposals will be on or about June 17, 2021. The solicitation must be downloaded at the above website; no paper copy of this solicitation will be distributed. Prospective contractors MUST be actively registered in the System for Award Management (SAM) database at http://www.sam.gov to be eligible for award.
