The scope of this multiple-award indefinite vehicle includes the services needed to support the plugging and abandonment of orphaned oil and gas wells on Federal lands, specifically. The resultant award will include a one-year base ordering period with four subsequent one-year ordering periods. Well sites to be addressed under this vehicle may occur on Federal lands throughout the continental United States.

Background
The Federal Orphaned Well Program - Plugging and Abandonment Services IDIQ is a multiple-award indefinite vehicle that includes the services needed to support the plugging and abandonment of orphaned oil and gas wells on Federal lands. The resultant award will include a one-year base ordering period with four subsequent one-year ordering periods.
Well sites to be addressed under this vehicle may occur on Federal lands throughout the continental United States.

Work Details
The purpose of this acquisition is to procure a full range of services for the plugging and abandonment of orphaned wells on Federal lands. This is a multiple award Indefinite Delivery Indefinite Quantity (IDIQ) contract with multiple regional pools. This solicitation includes award pools for Region 2 and Region 3. The solicitation is 100% set aside for Indian Small Business Economic Enterprise (ISBEE) entities. Bonding requirements are outlined in Section L of the solicitation, and subsequent task orders will require performance and payment bonds.

Period of Performance
The period of performance for this contract is from April 1, 2023, to March 31, 2028.

Place of Performance
Well sites to be addressed under this vehicle may occur on Federal lands throughout the continental United States.
