Description

This posting meets the requirements set forth in RFO 6.301 (DEVIATION OCT 2025).
Background
The Department of the Interior (DOI), United States Geological Survey (USGS), Earth Resources Observation and Science (EROS) Center is issuing a justification for a 6-month bridge contract to DCT, Incorporated. This contract is necessary to ensure continued operations and maintenance services at the EROS Center in Sioux Falls, South Dakota, while a longer-term recompete contract is being prepared.

Work Details
The required services include comprehensive operation and maintenance of all aspects of the 318-acre USGS-owned property, which features a 300,000 sq. ft. building with three computer rooms. The tasks involve managing heating and air conditioning systems, boilers, and electrical systems that convert and distribute incoming 13kV power to various operational levels for multiple systems and IT assets valued at hundreds of millions of dollars.

Additionally, the contractor will operate and maintain two high-performance computing systems (HPCs), a backup generating plant with four 750KW generators for emergency power, building automation systems, facility security systems, a wastewater treatment pond system, phone private branch exchange (PBX), physical network infrastructure, grounds upkeep, and snow removal.

Period of Performance
The contract will be performed over a period of 6 months.

Place of Performance
Sioux Falls, South Dakota

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent based on prior DOI/USGS EROS Center operations and maintenance awards held by DCT under contract 140G0120D0007, including an IDIQ period of performance from 04/01/20–09/30/25 valued at $2,246,530 and a continuation task order (140G0120D0007-140G0125F0255) from 09/30/25–03/31/26 valued at $1,450,370. The bridge effort is described as continued O&M for the EROS Center’s facilities and systems (e.g., HVAC/power distribution, backup generation, building automation/security, wastewater and grounds support), which aligns with the prior “standard operations and maintenance” continuation work.
