Background
The U.S. Environmental Protection Agency (EPA) is issuing a Request for Proposal (RFP) for the William Jefferson Clinton Facility Improvement Projects, which aims to enhance the EPA Headquarters in Washington D.C.

The agency intends to award four single-award Indefinite Delivery Indefinite Quantity (IDIQ) contracts across four distinct Functional Task Areas, with the goal of improving facility conditions and ensuring compliance with environmental standards.

Work Details
The contract encompasses four Functional Task Areas:
- A) Painting and Patching Services
- B) Carpet Removal and Replacement
- C) Construction Services
- D) Specialty Painting Remediation Services.

Each task area will require specific services:
- Functional Task Area A: Involves patching and painting services for approximately 564,000 square feet over five years.
- Functional Task Area B: Focuses on carpet installation and removal services.
- Functional Task Area C: Encompasses general construction services including trades such as concrete, carpentry, paving, roofing, plumbing, HVAC installations, etc.
- Functional Task Area D: Involves specialty painting and remediation services that may include lead-based paint abatement. The contractor must provide a detailed management plan to handle multiple concurrent task orders effectively.

Period of Performance
The contract will be performed over a period of five years from the date of award.

Place of Performance
The construction projects will be conducted at the EPA Headquarters located at 1200 Pennsylvania Ave NW, Washington DC 20460.
