Background
The solicitation is for the repair of Canal Inlet Lock 1 and Lift Locks 1, 2, and 5 (CHOH 245002) and the reconstruction of Georgetown Canal Walls (CHOH 287711). The acquisition is being conducted as a Full and Open Solicitation. The estimated price range for the project is more than $10,000,000. The performance period is negotiable, and the contractor must furnish any required performance and payment bonds within 10 calendar days after award.

Work Details
The work to be completed under the contract includes the repair of Canal Inlet Lock 1 and Lift Locks 1, 2, and 5, as well as the reconstruction of Georgetown Canal Walls.

The Small Business Participation Plan will be evaluated based on several aspects including the extent of identification and participation of small and socio-economic business subcontractors, offerors' meeting or exceeding DOI subcontracting goals for small and socio-economically disadvantaged businesses in the past year, substantive commitment to small business firms, identification of the type and variety of work small firms are to perform, and detailed explanations/documentation supporting the proposed quantitative participation. Additionally, Volume II submissions will not be rated but will be reviewed for completeness. The SF-1442 will be reviewed for completeness, amendment acknowledgements will be reviewed for timely and proper acknowledgement, proposed pricing will be evaluated for fair and reasonableness, SF 24 Bid Bond will be checked for acceptance and financial information used to determine responsibility, and representations and certifications will be reviewed for completeness and award eligibility.

The performance period is negotiable.

The construction projects will be performed at Canal Inlet Lock 1, Lift Locks 1, 2, and 5 (CHOH 245002) and Georgetown Canal Walls (CHOH 287711).
