This Sources Sought announcement is issued for acquisition planning purposes by the agency responsible for the Brock Reservoir. The agency aims to gather information from businesses capable of providing services related to the replacement of gates and associated systems at the reservoir. The goal is to assess firms' capabilities and previous experience in similar projects to determine an appropriate procurement strategy, including potential set-asides.

Work Details
The Brock Reservoir Gates Replacement Project involves several major tasks:
- Replacement of 11 existing cast iron gates with 316L stainless steel slide gates.
- Replacement of existing gear boxes, actuators, stem protection, and other components to meet technical specifications.
- Replacement of the cathodic protection system with new corrosion protection technology.
- Removal of the existing trash rake system, including conveyor belt and debris pad.
- Recoating of stoplog guides, wall thimbles, and water level measurement equipment.

The project will be executed in three phases:
1. Procurement phase involving gates/motors/other submittals, fabrication, and delivery (estimated 6 months).
2. Preparation & Miscellaneous Construction phase involving mobilization, stoplogs, demolition, and partial cathodic protection work while keeping the facility operational.
3. Heavy Equipment Replacement phase involving structural, mechanical, electrical, SCADA, and instrumentation work during a full water outage limited to four months (scheduled from November 2025 through February 2026). Depending on fabrication lead times, gate replacement may be split across two outage years.

Key features include:
- Removal and replacement of motor-operated sluice gates weighing approximately 26,000 pounds each for larger gates and 20,000 pounds for smaller ones.
- Installation of new solid-state gate motor/actuators rated for high-frequency starts and new instrumentation including limit switches and level sensors.
- Integration with existing SCADA systems managed by IID (Imperial Irrigation District) for control and monitoring.

The project is expected to commence with procurement activities followed by construction phases that will take place over several months leading up to a full water outage scheduled from November 2025 through February 2026.
