Brock Reservoir Gates Replacement
The U.S. Department of the Interior (DOI), Bureau of Reclamation (Reclamation), Yuma Area Office (YAO), has a requirement to replace gates at Brock Reservoir. Work will include the following:
Replace 11 existing cast iron gates, currently installed in concrete channels, with 316L stainless steel (SS) slide gates.
Replace existing gear boxes, actuators, stem protection, and other associated components to meet the technical specifications and robust operational requirements of the new gates.
Replace the existing cathodic protection (CP) system with new corrosion protection technology.
Remove existing trash rake system, including the conveyor belt and debris pad which are no longer in use.
Recoat stoplog guides, wall thimbles, and water level measurement equipment.
This requirement will be issued Full and Open Competition (Unrestricted).
The North American Industry Classification System (NAICS) Code assigned to this project is 237990 - Other Heavy and Civil Engineering Construction with a corresponding small business size standard of $45M.
The magnitude of this construction project is estimated to be between $5,000,000.00 and $10,000,000.00.
This requirement will be solicited and awarded using the methos outlined in FAR Part 36, Construction Contracts and FAR Part 15 Contracting by Negotiation. The Government contemplates award of one firm fixed price contract.
Site Visit is scheduled for February 5, 2026, at 8:00 AM, Pacific Time. See Section L for complete details.
Registrations: In order to be awarded a contract an offeror must be registered and active in the System for Award Management (SAM), http://www.sam.gov, at time of proposal submittal and have completed Online Representations and Certifications.

Background
The U.S. Department of the Interior, Bureau of Reclamation, Interior Region 8: Lower Colorado Basin (LCB), Yuma Area Office (YAO) has a requirement to replace the gates at Brock Reservoir.

This acquisition is being procured under Part 15, Contracting by Negotiation. The project is categorized as Full and Open Competition, with an estimated magnitude between $5,000,000 and $10,000,000.

Work Details
The Contractor shall furnish the necessary personnel, materials, equipment, services, and facilities to perform the following tasks:

1. Replacement of six (6) 10-foot by 10-foot and two (2) 10-foot by 7-foot cast iron slide gates currently installed in concrete channels. An optional bid for three (3) additional 10-foot by 10-foot slide gates is included. New gates shall be fabricated from 316L stainless steel and include all required mounting hardware, seals, and anchorage systems to ensure full operational functionality.

2. Replacement of existing gearboxes, actuators, stem covers, and other associated components to meet the technical specifications and operational requirements of the new gates.

3. Replacement of the existing cathodic protection system with a new corrosion protection system designed for long-term durability and compatibility with stainless steel components.

Period of Performance
The contractor must begin performance within 14 calendar days after receiving award and complete it within 547 calendar days.

Place of Performance
Brock Reservoir, located north side of Interstate 8 and Exit 146 Brock Research Center Road.
