This Modification Notice is issued to provide the Sources Sought Questionnaire. THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR EITHER A QUOTE OR PROPOSAL, OR AN INVITATION FOR BID. THE INTENT OF THIS SOURCES SOUGHT IS TO IDENTIFY POTENTIAL OFFERORS FOR BASE OPERATIONS SUPPORT (BOS) SERVICES AT NAVAL AIR STATION WHITING FIELD, FLORIDA; VARIOUS TENANT COMMANDS, AND THE OUTLYING LANDING FIELDS AND AREAS SUPPORTED BY THESE COMMANDS. NO SOLICITATION, SPECIFICATIONS OR DRAWINGS ARE CURRENTLY AVAILABLE. The solicitation number is anticipated to be N69450-18-R-1740. The purpose of this notice is to gain knowledge of qualified and interested parties in any of the following small business categories: small business; U.S. Small Business Administration (SBA) certified 8(a) business development participants; SBA certified HUBZone small business concerns; service-disabled veteran-owned small business (SDVOSB) concerns; veteran-owned small business (VOSB) concerns; and women-owned small business (WOSB) concerns. Potential sources should demonstrate that they have current relevant qualifications, experience, personnel, security approvals, equipment, and capability to manage and perform Facility Investment; Pest Control, Other (swimming pools), Grounds Maintenance and Landscaping, Pavement Clearance, Utilities Management; Electrical; Gas; Wastewater; Water; Base Support Vehicles and Equipment; Environmental; and other related services that are similar to what will be required at Naval Air Station Whiting Field, Florida; various tenant commands, and the outlying landing fields and areas supported by these commands. The Navy Outlying Fields (OLF) include but may not be limited to the following: OLF Barin - Baldwin County, AL; OLF Brewton - Escambia County, AL; OLF Choctaw - Santa Rosa County, FL; OLF Evergreen - Conecuh County, AL; OLF Harold - Santa Rosa County, FL; OLF Holley - Santa Rosa County, FL; OLF Pace - Santa Rosa County, FL; OLF Santa Rosa - Santa Rosa County, FL; OLF Silverhill - Baldwin County, AL; OLF Site Eight - Escambia County, FL; OLF Spencer - Santa Rosa County, FL; OLF Summerdale - Baldwin County, AL; OLF Wolf - Baldwin County, AL. Any resulting contract will be a facilities support indefinite-quantity contract and include recurring work/firm fixed price (FFP) and non-recurring work/ indefinite delivery indefinite quantity (IDIQ) provisions. The contract term will be a base period of year, with seven one year option periods. The recurring work base year requirement will be the overall minimum guarantee. There will be a phase-in period, and the anticipated performance start date is 1 April 2019. The proposed requirement will provide Base Operations Support services for 1502000 Facility Investment (infrastructure sustainment and minimal restoration and modernization work for facilities, ground structure, and installed equipment); 1503020 Pest Control, 1503040 Other (Swimming Pools), 1503050 Grounds Maintenance and Landscaping, 1503060 Pavement Clearance, 1601000 Utilities Management; 1602000 Electrical (electrical power transmission and distribution systems); 1603000 Gas (natural gas distribution and liquefied petroleum systems); 1604000 Wastewater (Wastewater Collection System); 1606000 Water (raw water supply, water treatment plant and distribution systems); 1700000 Base Support Vehicles and Equipment; 1800000 Environmental (management, collection and disposal of hazardous material, hazardous waste and other regulated waste; oil and hazardous substance spill response, cleanup and disposal; sampling, testing and laboratory services; and groundwater and storm water monitoring); and other related services. This requirement is performance based. The estimated annual magnitude for this procurement is between $10M and $20M. The primary NAICS Code for this procurement is 561210 with a size standard of $38.5M. The Government will use the sources sought responses along with other market research to make various determinations regarding procurement of these BOS services. Industry will be notified of the results of this evaluation and the set-aside determination via the presolicitation/synopsis notice.
